The area of consideration for this position is CAT 1 (Areas 1-2) (NCARNG) Dual Status TECHNICIANS ONLY. Applications will only be accepted from current employees of the North Carolina Army National Guard with permanent (Tenure 1 or 2) or excepted indefinite (Tenure 3) status.

Duties

As an Family Program Assistant, GS-0303-07, you will serve as an assistant in accomplishing all objectives of the Family Program; support staff assistance visits to ensure that policies conform with guidance to staff and units; assist in designing and conducting needs assessments of family members to identify program requirements; identify issues affecting the quality of family life and provides recommendations to supervisor of activities and policies requiring modification; identify family issues affecting recruiting, retention, and readiness; prepare information papers and other documents concerning these issues; recommend necessary changes as needed on new initiatives and implementation of program to address those issues; coordinate and facilitate communication between family members and the National Guard; prepare information for entitlements, schedules of events, missions, roles, and functions of the National Guard; interface with units and family members and gathers information concerning family activities; compile information, publishes, and disseminates Family Program newsletters; develop and maintain a library of resource documents to include community, state, and Federal government agencies and organizations, which are available for referrals to family members; assist units in developing and maintaining local information, referral and follow-up programs; provide technical assistance to personnel publicizing Family Program and quality of life issues; conduct briefings and training for staff and units to provide necessary information and to stimulate interest and support; coordinate the volunteer service component to include formal training and recruiting of volunteers; support volunteers to work with the Family Readiness Groups (FRGs), and to instruct and train units, soldiers, and their families; provide technical assistance and information to develop local unit FRG; identify key volunteers and develops and conducts orientation and training programs for these volunteer; maintain a system of documenting volunteer services and a library of resource materials concerning volunteerism and provides materials to volunteers as needed; conduct workshops and seminars as appropriate; identify key volunteers to serve as Family Program volunteer council members, coordinates activities, and communications of the council; assist in planning and coordinating resources for family assistance at mobilization; assist in the preparation of budget requirements to support the Family Program; initiate Invitational Travel Orders (ITOs) for volunteers, when necessary; assist with the state family youth program, which addresses issues and concerns of youth related to Guard life and youth readiness and well being; collect and organize volunteer, family and other related data; perform other duties as assigned.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • You may be required to successfully complete a 1- or 2- year probation/trail period to assess performance, conduct, agency needs, public interest, and efficiency. Employment ends unless certified in writing that it advances the agencies interest.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

Military Grades: Enlisted (E6 and below)

Minimum Requirements: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control.

Education

You must provide transcripts to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.

--Knowledge of various family readiness rules, regulations and procedures for application to a wide variety of situations.

--Knowledge of National Guard organizational structures, community support services and resources, and data collection techniques are key in providing meaningful family assistance.

--Skill in using various computer word processing and software database programs in order to prepare correspondence and maintain an information system.

--Knowledge of public relations and networking techniques.

--Ability to collect and research information to conduct needs assessment and to organize and quickly disseminate changing data.
