You must be currently employed by the National Institutes of Health, serving on a permanent appointment in the competitive service. This job is also open to USPHS Commissioned Corps Officers and Call-To-Active Duty (CAD) Candidates.
This Supervisory Auditor position will serve as a Branch Chief within the Division and your duties may include:
- interpreting policies, defining objectives, and making recommendations which establish precedents and/or resolving technical and procedural problems within the Branch
- supervising the negotiation with commercial companies
- monitoring and overseeing negotiation teams responsible for providing financial advice- providing expertise to contractor and grantee institutions relative to fiscal and managerial responsibility of Federal funds
U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
Education Requirement:
Applicants must meet the requirements described in the paragraphs A and B below: A. an accounting degree; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.");
OR B. a combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, plus one of the following: a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This may include up to 6 hours of business law; or b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or c. Completion of the requirements for a bachelor's degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of response A, provided that (a) I have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.
In addition, to be qualified for an Auditor, GS-0511 position at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector leading organizational audit strategy by planning, conducting, analyzing, and reporting findings. This specialized experience includes responsibilities such as: serving as the organization's lead or policy official for the Single Audit resolution process; serving as lead or senior auditor for negotiation of indirect cost rates for commercial organizations; independently performing and/or reviewing a variety of difficult and complex assignments such as incurred cost submissions, pre-award financial reviews, price and cost analysis; facilitating effective communication and coordination with procurement officials across multiple levels of authority; analyzing the impact of acquisition regulations on contractors and grantees.
