Priority will be given to all current, onboard employees of the UTARNG. Military membership in the UTARNG is required. MAJOR DUTIES: This is not an all-inclusive list

As a AERIAL DELIVERY SPECIALIST TRAINING LEADER (TERM) (TITLE 32), WL-5210-10, you will:

  • Plans, develops and validates training.
  • Determines and selects instructional designs, methods and media.
  • Develops training materials to support objectives.
  • Prepares required training and statistical data.
  • Monitors progress and counsels students on performance.
  • Conducts courses covering two or more different areas of the Aerial Delivery work.
  • Performs and prepares performance evaluations on each student in accordance with Plan of Instruction (POI).
  • Upon completion of training, certifies competence level and ensures completion of required documentation.
  • Instructs and evaluates in maintaining, modifying and inspecting on a variety of airdrop equipment such as parachutes, multi loop lines, extraction force transfer couplings, latch assembly couplings, cable assembly couplings, actuator assembly, release cargo parachute M-1, lanyard arming wire, connector parachute, timer delay assembly, link lower suspension, link assembly single suspension type IV, link assembly heavy duty, link 4 point, parachute release single knife, bracket suspension, and tie down cargo quick release.
  • Performs duties as inspector testers, pack-in-process inspector and final inspector.
  • Performs initial inspection on all parachutes, textile and non-textile components, and airdrop containers.
  • Instructs and evaluates airdrop training loads to include type V or other airdrop platforms for airdrops.
  • Performs inspections and repair of cargo, deceleration, and extraction parachutes, and is responsible for certification.
  • Performs Joint Airdrop Inspections as the aerial load inspector.
  • Performs technical order compliance modifications and modifications of parachutes and related items.
  • Maintains an adequate stock level of current aerial delivery system equipment, components, and supplies.
  • Serves as unit representative on the Aerial Delivery Review Panel and as a Joint Airdrop Inspector.
  • May be tasked to attend Malfunction Review Board meetings.
  • Performs trend and predictive analysis and forecasting to determine and meet customer instruction needs.
  • This includes staffing and coordinating within the multi component interagency processes.
  • Required to train all branches of services and interagency members in Aerial Delivery Operations, the fielding of new equipment and applicable procedures in and outside of the work area.
  • Advises supervisor on all issues and problems and develops a point paper to address these issues and recommended solutions to include potential instruction to prevent reoccurrence.
  • Insures compliance with published instructions, work standards, and technical publications.
  • Formulates comprehensive training plans for all state ARNG/ANG personnel.
  • Conducts on-the-job-training as well as classroom instruction.
  • Orchestrates daily and long-range utilization of the aerial delivery systems to ensure accomplishment/training of assigned missions as well as support for future missions and deployment operations.
  • Researches, interprets, analyzes, and applies DOD, Air Force, Army, USMC, Navy, Department of Homeland Security (DHS), Federal Aviation Administration (FAA), International Civil Aeronautical Organization (ICAO), and Transportation Security Administration (TSA) rules and directives.
  • Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for aerial delivery management and service activities, ensuring that airdrop missions and/or flight safety is not compromised.
  • Performs other additional duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.   • For positions requiring the operation of motor vehicles, candidates must have a valid state and military driver's license.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:
To qualify an applicant for one of the FWS 5210 positions, apply and evaluate the applicant's competencies, military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following five basic qualification factors are applicable to the FWS 5210 positions:

  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Skilled in presenting formal training presentations and briefings; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE:
Must have at least 24 months of working experiences in performing aerial delivery duties, providing on-the-job skill support, along with key competencies in training and guiding employees in technical aerial delivery work.:
  • Competent in researching, interpreting, analyzing and/or applying rules and directives as published by DoD service agencies along with the Department of Homeland Security, Federal Aviation Administration, International Civil Aeronautical Organization, or Transportation Security Administration.
  • Competent in complying with published instructions, work standards, technical publications and technical orders.
  • Experienced in conducting surveys and validating students' performance skill capabilities, course curriculum retention, training program effectiveness.
  • Experienced in collecting program data for the purpose of designing and developing instructional lesson plans with designated skill certification requirements.
  • Experiences must include work that involved the handling of airdrop equipment, such as lines, timers, couplings, bracket suspensions, and parachute packs.
  • Experienced in performing duties such as inspector testers, pack-in-process inspector and/or final inspector.
  • Experiences included the initial inspection on parachutes, textile and non-textile components, and airdrop containers.
  • Experiences included maintaining adequate stock levels of current aerial delivery system equipment, components, and supplies.
  • Experienced in identifying work program trends and applying predictive analysis used to anticipate or forecast mission critical requirements or customer expectations.
  • Experiences include working with other defense agencies that involved training equipment or performing operational procedures.
  • Experienced as a working team member in the aerial delivery programs and experienced in presenting or discussing program concerns with supervisors or senior leaders.
  • Experiences included work in the daily or long-range utilization plans of the aerial delivery systems that ensured efficient and effective support for missions and deployment operations.
  • Applicant should have some career broadening experiences in leading, planning, and scheduling work in a manner that promoted smooth flows and even distribution of assigned work requirements.
  • Must have experiences in performing joint airdrop Inspections as the aerial load inspector.
  • Competent in the safety of equipment and material handled and for the safety of workers near rigged or aerial delivery objects.
  • Experienced in the wear and care of appropriate safety equipment with demonstrated experiences in training and directing safety precautions.
ADDITIONAL REQUIREMENTS:
  • Hazmat certification within 6 months of employment and recertification every two years.
  • Must complete the Joint Airdrop Load Inspector course within one year of employment.
  • Must be able to pass annual Pulmonary Function Test (PFT) in the event respirator is required for incidents or spill response.
  • Position subject to frequent TDY.
  • May be required to travel aboard military aircraft.
  • School qualifications/currency as a rigger/parachute packer knowledgeable of proper rigging procedures and ability to rig loads for airdrop to include preparation/packing, and repair of parachutes utilized for these drops.
  • IAW AR 750-32 and AR 59-4 must maintain specialized skill qualifications and airborne currency to plan and execute aerial delivery operations in a safe, efficient manner in order to prevent serious bodily harm and or death.
