As a Supervisory Digital Communications Specialist, GS-1001-14, you will be responsible for:
• Oversees the development and execution of student loan and student aid automated, transactional, and ad‑hoc email and text campaigns to support organizational goals. 
• Manages A/B and multivariate testing of subject lines, content, formatting, and timing of student loan and student aid email and short message service (SMS) campaigns to optimize campaign performance.    
• Serves as the business and product owner for the Marketing & Communications Platform that sends mass email and SMS to customers.    
• Create or manage the creation of proposals, requirements, and budget documents, and technical review forms as needed as a Contracting Officer Representative (COR).
• Manages multichannel communications initiatives reaching 20 million+ customers using the following channels (not limited to this list): email, SMS, social media, web content, blogs, videos, and digital events.

Qualifications

Selective Placement Factor
You must meet the following selective placement factor: The Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level I is required for this position.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience overseeing the development and execution of student loan and student aid automated, transactional, and ad-hoc email and short message service (SMS) campaigns.
2. Experience creating and reviewing contract deliverables to ensure adherence to timelines and technical requirements as a Contracting Officer Representative (COR).
3. Experience serving as a business owner or product owner for a marketing and communications platform that sends mass email and SMS to customers. 

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.    Skill in managing the development of student aid and student loan email and short message service (SMS) messaging operations.
2.    Knowledge of A/B and multivariate campaign testing and optimization.
3.    Ability to manage marketing communications platform enhancements, upgrades, and long-term development planning.
4.    Skill in creating and reviewing contract deliverables to ensure adherence to timelines and technical requirements as a Contracting Officer Representative (COR).
5.    Ability to manage high-volume multichannel digital communications initiatives.

Education

Education cannot be substituted for experience for this position and grade level.

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

          1. Eligibility and Minimum Qualifications

Best Qualified -Candidates who possess the type and quality of experience that substantially exceeds the position’s minimum qualifications, including appropriate quality ranking factors.

Highly Qualified- Candidates who possess the type and quality of experience that exceeds the position’s minimum qualifications.

Qualified-Candidates who meet the minimum qualifications and are proficient in some but not all of the position’s requirements.

Based on the outcome of this evaluation, your application data may be further assessed by a Subject Matter Expert (SME) panel.  If your qualifications are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.

Federal Student Aid (FSA) directs, coordinates, and recommends policies for programs that are designed to provide financial assistance to eligible students enrolled in postsecondary educational institutions. This assistance includes grants, loans, and work-study assistance to nearly 12.9 million students through approximately 6,100 postsecondary institutions.  Additionally, FSA manages the administrative and oversight functions supporting programs authorized under Title I and Title IV of the Higher Education Act of 1965.
