Summary

The Management and Program Analyst position is in the Product Management and Business System Solutions (PMBSS) division of VA Loan Guaranty Service (LGY) Data and Technology Solutions (DTS). The incumbent reports to the Chief of PMBSS and is primarily responsible for monitoring and effectively leading the development of mission-oriented software products to aid LGY Value Streams and participants of VA Home Loan Guaranty program in the delivery of the VA home loan benefit.

Duties

Specific duties and responsibilities include:

  • Utilizes extensive home loan mortgage industry knowledge, agency regulations, and federal statutes governing the VA home loan guaranty program to provide recommendations pertaining to system enhancements and updates.
  • Provides technical expertise and guidance in the development, implementation, and maintenance of LGY systems and applications.
  • Serves as Product Owner of one Agile Release Train (ART) team responsible for delivering valuable products including development, refining, and prioritization of epics, user stories, test cases, process flows, user guides, and ensures that all work meets broad technical, operational, and security compliances.
  • Consults with other Product Owners and Product Managers to identify potential program/project dependencies, potential risks, and to sequence dependencies.
  • Prioritizes ART teams backlogs and ensures that epics, bugs, user stories, defects, and requirements are well-defined and documented in LGY planning and tracking tool (e.g., JIRA); and advises management of emerging issues and innovative solutions to facilitate the resolution of complex business requirements.
  • Maintains effective working relationships with co-workers, supervisors, Value Streams, contractors, and personnel from other divisions to ensure success of LGY initiatives.
  • Plans, organizes, and leads projects concurrently with minimal supervisory involvement utilizing modern project management best practices and principles; formulates action plans and schedules for various project phases, both short and long-range.
  • Coordinates with supervisors and ART teams to resolve potential schedule conflicts of shared resources and teams; and reviews project progress, measure performance, and make necessary adjustments to ensure the project remains on schedule.
  • Provides proactive, well planned communications of all types and media, including complete and accurate responses to Service Now (SNOW) tickets for technical and non-technical recipients.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/25/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, or 30% or more disabled Veterans).

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:

Specialized Experience: It is defined as experience leading projects and initiatives that analyzed workload management. Examples of this include but not limited to:
  • Product Owner leading many different stakeholders through the software development lifecycle.
  • Preparing written communication involving policy and programs.
  • Preparing correspondence for high level officials that include forecasting, predictive modeling.
  • Preparing technical reports, correspondence and recommendations; and consolidating complex information from a variety of sources in final form for presentation (either orally or in writing) in a clear and understandable manner to higher-level officials, subordinate managers, and employees.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is predominantly sedentary, although there is some standing, walking, bending, stooping, and carrying of light items such as files, computer printouts, and other types of records. Must be able to carry on effective interviews and telephone conversations. The incumbentmust be available for travel and able to operate a motor vehicle in conjunction with fieldwork.
