Help

DUTY 1: Serves as the principal advisor for IT policy and strategic planning.
DUTY 2: Performs in-depth analysis of IT program performance, measuring progress against established cost, schedule, and performance goals.
DUTY 3: Provides expert guidance on the development and management of IT requirements for unique, cloud-based, and geographically separated operational networks.
DUTY 4: Serves as a master consultant to leadership and program managers on a wide range of IT policy, planning, and investment issues.

Qualifications

This is a GG-13 position in the Cyber Excepted Service (CES) . The GG-13 duties for the "Professional" work category are at the "Full performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

EXPERIENCE REQUIRED:
Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: IT principles, concepts, and practices, coupled with expert knowledge of IT policy and strategic planning sufficient to serve as a senior technical authority for a major program portfolio. Skill in applying this knowledge to the development of new methods for IT capital planning, portfolio management, and investment control. This level of knowledge is required to analyze and resolve critical problems in the planning and governance of complex, often unprecedented, SAP and cyber enterprise systems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
1. Mastery level knowledge of IT principles, concepts, and practices, coupled with expert knowledge of IT policy and strategic planning sufficient to serve as a senior technical authority for a major program portfolio.
2. Knowledge of the principles, methods, and practices for integrating information system components processing top secret/special compartmented information (TS/SCI), sufficient to plan, coordinate, and administer computer systems, and optimize system performance. Knowledge of the Planning, Programming, Budgeting, and Execution System (PPBES) in direct support of the squadron for developing Program Objective Memorandum (POM) inputs.
3. Knowledge of managing the Fiscal and Contract Execution Activities (financial plan, Requirements Approval
Documents (RADs), and End-of-Year Close-Out) for all squadron personnel. Knowledge of leadership to guide Wing, Group, squadron and subordinate unit strategic and individual flight plans, architectures, and roadmaps for presentation to the senior leadership for approval and implementation.
4. Knowledge of safety, security, EEO, and personnel management regulations, practices, and procedures.
5. Skill in gathering facts and using effective analytical and evaluative methods to accurately assess information, draw conclusions, make sound decisions, devise recommended solutions, and package into briefings, papers, or reports suitable for top management use and decision-making.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships; skill in expressing information effectively to individuals or groups both orally and in writing.

OTHER SIGNIFICANT FACTS CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. The employee must obtain and maintain appropriate security clearance.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air
Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by
employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
