As the Group Manager, the incumbent applies detailed knowledge of the technical aspects of project/program management principles and policies to lead and direct a staff of Team Managers responsible for evaluating organizational performance, awards, technical, leadership and management training, and allocation of staffing resources. This work is critical to and directly affects the safe and efficient operation of the National Airspace System (NAS).
The Group Manager applies experience leading resource management and analysis; training development and design; and facility and employee performance management to oversee efforts that support air traffic and technical operations throughout the Service Area. Applies a detailed knowledge of budget, human resource management and other administrative policies and procedures. Manages activities including workforce planning and development, performance analysis, financial management, material management and procurement activities.
Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
The Group Manager exercises the full range of supervisory responsibilities including assignment of work, selections, promotions, disciplinary actions, performance evaluations and training. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.
Contacts are internal and external to the Service Center. Advises and consults with senior management throughout the Service Area regarding position management, staffing levels allocations and organizational structure. Consults and coordinates with the Human Resource Management Division on pay administration and merit promotion actions. Coordinates responses to inquires received from the Equal Employment Opportunity (EEO) Commission, Accountability Board, FAA Administrator Hotline, Congressional Inquiries, and Freedom of Information Act (FOIA) requests. Represents the Service Center as the focal point on resource management issues and has authority, within guidelines to make commitments on areas within the assigned area of responsibility.
Oversees the development, allocation, and coordination of Service Area training quotas for the FAA Academy. This includes computer-based instruction, technical and new equipment training, safety training, and management and general training in the Service Areas. Directs managers responsible for tracking certification requirements for the Service Area to ensure compliance with FAA policies and standards. Ensures training progression matches career progression for all ATO positions in the workforce.
Applies experience with the principles of management and strategic planning and the interrelationships of funding and resource priorities to identify shortfalls and to direct and oversee the preparation of resource appeals. Coordinates financial analysis and cost management efforts using experience applying a detailed technical knowledge of FAA/ATO appropriations, policies, and procedures.
Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives. This includes managing the Group budget, allocating or reallocating resources among teams and requesting additional resources. Projects short and long-term future needs and prepares justifications to support resource requirements.
Individual and organizational performance is typically reviewed by The Service Area Director periodically through organizational performance measures to determine success in achieving planned results.
Selective Service Registration is required for males born after 12/31/1959.

Qualifications
Candidates must have one year (52 weeks) of specialized experience equivalent to the (FV-J or FG/GS14) level that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience includes:
- Experience applying the principles of management and strategic planning and the interrelationships of funding and resource priorities to plan, organize, execute and control a resource management function or program.
- Experience planning for the effective attainment, allocation and use of an organizations financial, human capital and general business resources; developing and organizing all business and management actions; executing all plans, initiatives and goals; and controlling the life cycle of all actionable items to achieve intended outcomes.
