Help
  • You will serve as an Engineering Department analyst for the development and implementation of administrative programs for reviewing and evaluating the Contractor's Engineering and Design system and procedures.
  • You will review contracts and specifications for the purpose of defining the Quality Program Requirements for the preparation and inspection of design and engineering technical data products.
  • You will identify methods to be utilized when analyzing the contractors Engineering Quality Assurance Program.
  • You will initiate, coordinate and perform audits and analysis of the Contractor's quality program and procedures governing engineering and design processes and products.
  • You will identify areas of weakness and those not in compliance with contract requirements and recommend corrective actions to be taken by the contractor to bring the program to an acceptable level of compliance.
  • You will review contracts and specifications for the purpose of identifying contract requirements for computer aided Engineering and Design applications.
  • You will identify the methodology for evaluating and analyzing the contractor's methods for developing, incorporating and controlling design data and changes in a digital data environment.
  • You will develop administrative programs and procedures necessary to insure that the contractor's process for developing digital data in both text and graphic format produces a final product which satisfies the contractual requirements.
  • You will initiate, coordinate and perform analysis of the Contractor's computer aided engineering and design applications, electronic data transfer, and data validation system and administrative procedures.
  • You will perform reviews of the various databases used in the preparation of drawings and associated lists to ensure that the design features reflect the specification requirements.
  • You will recommend corrective actions to be taken by the Contractor for areas of weakness and/or non-compliance with contractual requirements and monitor and status of Contractor corrective actions taken.
  • You will review contracts and specification for the purpose of defining the Logistics Management, Contract Data Requirements and Logistics Support Analysis program requirements.
  • You will identify methods to evaluate and analyze the contractor's system for the development, preparation, validation, issuance, maintenance and execution of logistics technical data products and services in a digital data and CALS environment.
  • You will initiate and perform reviews and analysis of the Contractor's Integrated Logistic Support Program and administrative procedures governing logistics support analysis, logistics tech data products, and execution of logistics support services.
  • You will review contracts and specifications for the purpose of defining the configuration Management requirements.
  • You will identify methods to be utilized when analyzing the contractor's Configuration Management programs.
  • You will initiate, coordinate, and perform evaluations of the Contractor's Configuration Management Process for drawing changes, documenting and approving deviations and waivers, and for documenting and reporting the as-built condition of ships.
  • You will identify weaknesses and those areas not in compliance with contract requirements and recommend, monitor, and status corrective actions to be taken by the Contractor to bring programs to an acceptable performance level.
  • You will perform audits of the contractor's process controls, management systems and Quality Management Systems (QMS) and procedures to assess effectiveness of the program operations in meeting goals and objectives.
  • You will develop methods for assessing the effectiveness of administrative controls and determine appropriate changes and/or corrective actions required to ensure the program is functioning at an acceptable level and satisfies contract requirements.

Qualifications

Specialized experience must demonstrate the following:

FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-07) in the Federal service or equivalent experience in the private or public sector supporting contractor reviews by collecting, organizing, and analyzing contract and program data to monitor contractor compliance and produce accurate inputs for the improvement or optimization of a naval program.

FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) in the Federal service or equivalent experience in the private or public sector conducting contractor reviews by evaluating contract compliance and program performance for ship design and construction efforts to ensure adherence to specifications and support effective execution for the improvement or optimization of a naval program.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09:

  • Master's or Equivalent Graduate Degree or
  • 2 full years of progressively higher-level graduate education leading to such a degree or
  • LL.B. or J.D., if related

For the GS-11:

  • Ph.D. or equivalent doctoral degree or
  • 3 full years of progressively higher-level graduate education leading to such a degree or
  • LL.M., if related
