Duties

Help

Specific duties include:

  • Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings.
  • Evaluates, processes, and makes recommendations for effective organizational changes.
  • Recommends areas and methods by which efficiency of operation can be improved and develops training to implement.
  • Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.
  • Serves as a liaison between VBA District Offices and the RO, coordinating and facilitating initiatives that require team cooperation and action.
  • Utilizes statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Investigates and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director(s).
  • Reviews initiatives, measures the RO's performance toward initiatives and advises the Director of corrective action to be taken to meet initiatives.
  • Works with the Training Manager by assisting in the preparation and review of the training program. Works with HR Specialists in the formulation of plans and activities to support project implementation.
  • Completes, with supervision, ad hoc assignments as required.
  • Conducts focused monitoring and auditing of records created and maintained by business lines.
  • Maintains a thorough working knowledge of VA/VBA systems of Records, VA/VBA privacy policy, Freedom of Information Act, Office of Management and Budget, NARA, and other federal laws and regulations.
  • Works to ensure facility compliance with VA/VBA policy, NARA, and other appliable federal laws and regulations for records management program.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11 target GS-12.

Work Schedule: Full Time, Monday - Friday, hours to be determined by the hiring office.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/22/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-11 position you must have served 52 weeks at the GS-9 level.
  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
  • Specialized Experience: Applicants must have one year of specialized experience which is equivalent to the next lower grade (GS-9 level) in the normal line of progression for the position. Specialized experience is defined as experience applying analytical and evaluative techniques, and regulations, policies, and precedents to conduct analysis of complex issues, work functions or work processes.
OR
  • Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: Transcripts Required.
OR
  • Combination Education and Experience: Applicants may combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting you can use graduate level education you have earned beyond the second year). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. For example, an applicant who has 54 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
GS-12 Grade Level:
  • Specialized Experience: In addition to the experience required for the GS-11, applicants must have one year of specialized experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles.
There is no education substitution at GS-12 grade level.


Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primary sedentary although some slight physical effort may be required.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications. Provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
