Summary

You will serve as an Assistant Program Manager for Logistics (APML) in the Mission Systems Logistics Department at the Naval Air Warfare Center-Aircraft Division. This position will provide senior-level logistics leadership to the Combat Identification (CID) Air Traffic Management (ATM) team within the Naval Air Traffic Management System Program (PMA-213) and will be responsible to the PMA-213 Product Support Manager.

Duties

Help
  • You will manage total product support effort for a wide variety of airborne, shore-based, and shipboard Identification, Friend, or Foe (IFF) systems in acquisition and sustainment.
  • You will coordinate and communicate with CID equipment integration with 9 NAVSEA Program Offices on 14 different ship classes overseeing approx. 125 in-service ships and 10 NAVAIR Program Offices encompassing 23 different aircraft platforms.
  • You will provide Integrated Logistics Support (ILS) for all aircraft variants and systems that operate CID equipment.
  • You will provide logistics support for CID shipboard systems that support all Amphibious Class Ships, CVN, DDG, SSN, and CG surface and subsurface combatants that require Ship Change Documents (SCD), ILS Certifications, and Checklists.
  • You will support Participating Acquisition Resource Manager (PARM) reviews for new ship construction (SCN) efforts.
  • You will contribute to the implementation and review of Program Support Data (PSD) sheets to support spares budget requirements with the Resource Sponsors and NAVSUP.
  • You will perform cost analysis and life cycle costing studies for assigned systems.
  • You align and allocate Program Related Logistics (PRL) funding to Logistics Element Managers (LEM) for process improvement and correction of discrepancies and deficiencies of equipment and publications reported by Fleet activities.
  • You will coordinate and communicate with the N2N6 Requirements Officer (RO) regarding updates and reviews to the three CID Naval Training System Plans (NTSP) and participates in annual Program Objective Memorandum (POM) Issue sheet submittals.
  • You will plan the phasing of end item logistics support responsibilities to the Fleet activity.
  • You will provide guidance in drafting and finalizing Technical Directives (TDs) in accordance with the NAVAIR 00-25-300 manual and Field Change Instructions (FCI) that are a direct result of approved ECPs.
  • You will service an active member in the CID Risk Boards by introducing, tracking, and mitigating risks that have a logistical impact to cost, schedule, or performance.
  • You will provide logistics input and ensure logistics elements are represented in contracts and Statements of Work (SOW) with Original Equipment Manufacturers (OEM) and their vendors.
  • You will function as the lead reviewer and approver for all CID logistics Contract Data Requirements Lists (CDRL).
  • You will accomplish other duties as assigned.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (DA-05) or grade level (GS-12/13) or in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: 1) Demonstrating advanced working knowledge of acquisition life cycle management for major aircraft weapon system to include, but not limited to the development of technical analyses and logistics plans, strategies, and requirements as well as funding summaries and cost estimates in support of assigned program/project; 2) Preparing and presenting oral and written presentations to program stakeholder, team members, and agency personnel to prove and justify deviations from established logistics policies and procedures; 3) Leading a diverse team of logisticians and/or other personnel through various milestone stages such as Early Acquisition, Design interface, Development, Interim Support, and Operations and Sustainment; and 4) Developing, maintaining, and executing sustainment budgets for a major air weapons system program/project; and 5) Interfacing internal and external contacts to resolve integrated logistical support (ILS) problems by developing new approaches and procedures.
