Help

Specific duties include:

  • The incumbent works as a team member to develop or refine data processing techniques for the purpose of automating data calculations to enhance reporting capabilities for the VR&E program.

  • Designs and conduct program reviews and performance assessments to evaluate VR&E effectiveness, efficiency, workload, and service delivery outcomes.

  • Develop and deploy real-time data for evidence-based decision making throughout the enterprise by leveraging existing and future technology.

  • Analyzes and identifies program areas which can be improved by evidence-based decision making, driven by data.

  • Furnishes expert advice and technical assistance on issues concerned with proposed policies and procedural changes that may significantly affect the data intake and processing of Veterans claims and services.

  • Uses SQL to extract, join, and transform data from VR&E and enterprise data sources (e.g., relational databases, reporting repositories) to create repeatable analytic datasets that support performance measurement and program analysis.

  • Builds and maintain validation routines and control tables (e.g., record of counts by key dimensions, referential integrity checks, duplicate detection, exception reporting, and trend-break alerts) to ensure data accuracy, completeness and consistency across reporting cycles.

  • Translates stakeholder questions into reporting specifications and metric definitions; establishes acceptance criteria and performs quality assurance reviews to verify calculations, filters, drill paths, and narrative interpretation. Uses enterprise reporting and visualization platforms (e.g., OBIEE, Power BI, Tableau, or comparable tools) and supporting software (e.g., Excel) to present results clearly and accurately.

  • Maintains reporting governance artifacts (metric catalog, change log, logic statements, key data dictionary elements, and lineage summaries) to promote consistent interpretation and controlled change management.

  • Coordinates with OIT, data owners, and support resources (internal or external) to resolve data quality issues, remediate defects, and implement enhancements. Communicates status, risks, and impacts to leadership and stakeholders and support implementation planning to ensure solutions align with operational needs and reporting standards.

  • Develops user guides and instructions for VR&E staff on analytic products and reporting functionality. Provides training and information sessions for users and other interested parties, and responds to questions to improve adoption and correct interpretation of measures.

  • Performs all other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS11/12/13.

Work Schedule: Full time, Monday through Friday 8:00am-4:30pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/24/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

  • For a GS-11 position you must have served 52 weeks at the GS-09 level.
  • If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS 09 (or higher) and the promotion potential of your current position must be at least GS-13.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:

GS-11:To qualify for the GS-11 Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization.
  • Specialized Experience:
  • SQL Queries: Experience in writing SQL queries for data extraction and manipulation in database management systems such as MySQL, PostgreSQL, or Oracle.

  • Statistical and Regression Analysis: Proficiency in conducting statistical analyses and regression modeling to identify trends and relationships in data, utilizing software like Python, SAS, or R.

  • Workload and Time Series Forecasting: Ability to analyze historical data for workload and time series forecasting, employing techniques and tools such as ARIMA, Prophet, or Excel.

  • Data Extraction and Visualization: Expertise in extracting data from various sources and creating insightful visualizations using platforms like Tableau or Power BI.

  • Education Substitution:

    Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

    OR Combination: Applicants may also combine education and experience to qualify at this level.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items such as papers, books, folders, and files.

Specialized Experience:

GS-12: To qualify for the GS-12 Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.

Specialized experience: Specialized experience is defined as experience in two or more of the following Analytical skills:

  • Modeling and Machine Learning: Experience in building predictive models and deploying machine learning algorithms using tools such as R or Python.
