As a IT Program Manager at the GS-2210-13 some of your typical work assignments may include:

  • Manages the Section 508 Compliance program, which includes a multi-year IT initiative carried out through related IT projects.
  • Interprets and applies Section 508 and related accessibility laws, regulations, and standards across a broad range of organizational activities and business operations, including the procurement, development, maintenance, and use of technology.
  • Validates conformance claims through expert evaluations and functional testing; and evaluates and responds to informal and formal compliance complaints.
  • Identifies, codifies, and implements appropriate IT testing methodologies and processes.
  • Serves as the Section 508 Compliance and Accessibility Officer for the Agency, which is composed of components delivering a full spectrum of audio-visual information including American Forces Network (AFN) television and radio programs, the DoW Public Web program, the Defense Visual Information Distribution System (DVIDS), a wide range of audio and video production technologies, and the Defense Information School (DINFOS).
  • Serves as the principal agency authority on Section 508 compliance matters and identifies and offers potential resolution for potential legal compliance risk for WMA.
  • Responsible for overseeing the Section 508 Compliance team of matrixed personnel to ensure their proficiency and ability to assist in managing complex agency-wide initiatives.
  • The incumbent demonstrates expertise in the development of organizational responses to real world needs of employees and members of the public who have disabilities.
  • Engages the disability community and advocacy groups to understand their needs and receive feedback on program activities and priorities.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Developing, interpreting, and applying Section 508 and related accessibility laws, regulations, policies, and standards across a broad range of organizational activities and business operations.
  • Overseeing technical standards, testing curricula initiatives, project selection, prioritization, design, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations.
  • Conducting proactive risk management by maintaining performance information and risk matrices; identifying critical compliance bottlenecks; and establishing mitigation strategies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

As the Agency Section 508 Coordinator with overall responsibility for executive oversight of the Agency's Section 508 Compliance and Accessibility Program. The incumbent serves as the subject matter expert (SME) for the Director, WMA for all Section 508 compliance and accessibility related matters.
