This position is located within the Enhanced Used Lease (EUL) Service, Office of Asset Enterprise Management (OAEM), in the Office of Management, Department of Veterans Affairs (VA) Central Office (VACO). The EUL Service is one of five main operational elements within OAEM and is responsible for managing and administering the EUL program, which allows VA to manage its underutilized property through leasing arrangements with other public and private sector entities.

Major Duties:

  • Analyzes complex projects relating to re-purposing of historic assets, re-use of vacant and underutilized VA land and buildings, prospective EUL developer proposals related to construction and renovation of buildings under the EUL authority, and provision of supportive and other services benefiting Veteran's directly or indirectly. related to construction and renovations.
  • Coordinates and oversees aspects of operational EUL project oversight, representing the EUL Program with local stakeholders and others are relevant.
  • Provides project management support for the design, construction/renovation, operation and maintenance of EUL properties to ensure OAEM short and long range program goals are met and adhere to legislative requirements.
  • Analyzes complex real estate economic data for the development of technical EUL documents that focus on the overall performance of VA's real estate portfolio and the feasibility of proposed Departmental Enhanced-Lease Projects.
  • Collaborates with internal and external stakeholders (i.e. VA senior leadership and representatives, members of congress, OMB, other Federal agencies and state and local authorities) for the development and execution of Federally mandated lease agreements for re-use of vacant and underutilized VA land and buildings.
  • Develops and recommends proposed legislation regarding real property re-use under the EUL program. Develops position papers on overall impact to current and longer-range goals.
  • Ensures that Departmental policy, regulations and operational decisions are continually reflected in EUL program activities. Conducts studies, chairs task forces/working groups, and develops new approaches, alternatives and recommendations on project issues to the EUL Service Director. Discusses the process, problems, impacts and implications of findings and makes final recommendations for action by higher-level management.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Must demonstrate expert-level knowledge in coordinating the overall planning and integration of the carious phases of project development and construction involving EUL and/or land management programs.
    • Demonstrate research on economic trends and related financial alternatives for construction and/or renovation.
    • Experience in consultation and advisory services for legislative process/legal precedent for uselease, public/private venture issues, and/or land management programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: This work is principally sedentary. No special physical demands are required. The work requires frequent travel, which may be extended periods of time.
