Duties

Help
  • You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
  • You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
  • You will provide interpretive and analytical advice on financial transactions and program execution.
  • You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
  • You will promulgate approved financial management policies within the organization based on DON policy and develop and issues implementing procedures. Ensure compliance with internal controls.
  • You will prepare or review responses to review or audit; e.g., FMB, GAO, DODIG etc. which involve financial management policy and procedure.
  • You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommend alternatives for corrective action.
  • You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. Look to improve production and quality of work.
  • You will develop performance standards and evaluates employee performance.
  • You will interview candidates and recommend hiring, promotions, etc.
  • You will hear and resolve employee complaints, referring serious complaints lacking resolution to higher level supervision.
  • You will take disciplinary measures such as warnings and reprimands and recommend more serious disciplinary measure to higher supervision. Identifies and arranges for employee developmental and training requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience with Flag-Level Financial Advisement: Serving as a primary technical
authority and advisor to senior executive or Flag-level leadership (e.g., Rear Admiral) on the legal and proper use of appropriated funds.

Experience with Fiscal Law Mastery: Applying expert knowledge of 31 U.S.C. (Federal Fiscal Law) and DoD 7000.14-R (FMR) to mitigate risks related to the Anti-Deficiency Act.

Experience with Complex Budget Execution: Managing Operations and Maintenance, Navy (O&MN) funds and complex reimbursable funding streams within an integrated system like Navy ERP.

Experience with Strategic Resource Integration: Leading the PPBE (Planning, Programming, Budgeting, and Execution) process by synthesizing financial data into actionable insights for operational training resources.

Experience with Audit Readiness: Directing FIAR (Financial Improvement and Audit Readiness) initiatives and maintaining internal control frameworks.

Experience providing financial oversight for the CSG-4 claimancy, including its three subordinate commands and Training Support Vessel Squadron FOUR.

Experience supporting underway operations and mandated fleet exercises, requiring availability for operational training cycles.

Experience maintaining a clear separation of duties and fiduciary integrity while reporting directly to the Commander on matters of fiscal law.
