Major Duties include, but are not limited to:

  • Utilizes VSSC, Pyramid Analytics and other applications to perform sophisticated data analysis, including extracting data from internal and external databases, analyzing and interpreting complex data using basic statistical models, and designing and preparing user friendly reports.
  • Serves as a resource to executive leadership for creating modules that have a service-wide impact on improving and streamlining processes in clinical and administrative services.
  • Conducts independent research to develop an in-depth understanding of VA databases and data sources.
  • With general supervisory guidance, independently gathers, develops, and interprets data from available information systems, including Vista, VHA Support Service Center (VSSC), Allocation Resources Center (ARC), EDIS, BMS, DHCP, DSS and VA Performance Measures Systems and Strategic Analytics for Improvement and Learning (SAIL).
  • Develops an in-depth understanding of the clinical health care delivery environment in order to communicate effectively with clinical staff to translate complex, customer-defined general requirements into data analytics specifications.
  • Prepares data specifications such as inputs, outputs, flow diagrams, decision logic tables, maps, and linkages with other application systems.
  • Leads interdisciplinary teams on subject matter efforts working on projects aimed at improving organizational performance.
  • Develops conventions for appropriate data analysis to promote appropriate and efficient use of data resources for individual projects and needs of Patient Care Services.
  • Responds to ad hoc requests for extracts and simple analyses of data that addresses both management and clinical problems through creative manipulation of existing data sets.
  • Prepares findings for presentation in the form of written reports, graphs, charts, tables, or other summaries.
  • Works with other facilities to incorporate their requirements and address unique circumstances into Patient Care Services proposals.
  • Represents the Health Systems Specialist to the Associate Director for Patient Care Services in assigned committees and meetings both internally to BCVAMC and to the VISN.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communicating among stakeholders to facilitate and support organizational change; applying a wide range of established practices, theories, and emerging information in relation to health care delivery and applications; independently completes analytical projects related to process improvement; experience with data life cycle to include data design, collection, and management to input, retrieve, analyze, summarize, and present information; and knowledge and use of database management. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education.
