The Intelligence Community (IC) Chief Financial Officer (CFO) leads IC-wide efforts to develop, determine, and present the National Intelligence Program (NIP) budget to the Office of Management and Budget and Congress on behalf of the Director of National Intelligence. The IC CFO also leads IC resource, performance, and financial management as well as procurement oversight and facilities activities. Additionally, IC CFO, through the CFE, provides oversight of ODNI resources, managing formulation, justification, execution, contracts, manpower, financial audits, and ODNI budget matters in coordination with the IC, OMB, DoW, and Congress. The IC CFO serves as the single point of integration for all performance- and budget-related activities across the 18 NIP elements.

Major Duties and Responsibilities:

Provide oversight of complex Intelligence Community (IC) facilities programs ensuring alignment with the Office of the Director of National Intelligence (ODNI) and Administration priorities and objectives; lead the scheduling and prioritization of work tasks and prioritize critical activities for facilities programs.

Develop and monitor facilities financial forecasts and annual facilities sustainment, restoration, and modernization budget assessments; make structured recommendations for new space allocation, construction, and occupancy to meet IC mission-critical requirements.

Monitor the development and obtain approval for annual facility capital construction and minor maintenance/repair (M/MR) budgets for submission to the Office of Management and Budget (OMB), the DNI, the Department of War (DoW) and Congress; monitor and control facility-related expenditures within the ODNI.

Lead, develop, interpret, and enforce ODNI facility policies and building operation guidelines and manage the preparation of reports and information required by ODNI, Office of Management Budget (OMB), Congress, and other government agencies.

Leverage automated facility management and financial forecasting tools to collect, analyze, and synthesize data on space utilization, project costs, and operational performance, and translate those insights into actionable recommendations and data driven decisions for budget allocations, construction priorities, and policy updates.

Develop structured recommendations on facility operational improvements that comply with applicable Executive Orders, regulations, and statutes.

Provide communication with customers ensuring that customer expectations are consistent with realistic time and cost projections, and solicit customer feedback to assess customer satisfaction.

Lead groups of IC peers through applicable facilities working groups and communities of practice to advance collaboration and promote efficiencies across the IC.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Expert knowledge and experience working with DoW information needs and reporting requirements, capital projects, policies, processes, and procedures, as well as extensive knowledge on space management, programming, building design, construction, and maintenance.

Superior ability to oversee and manage Military Construction Program (MILCON) execution; expert knowledge and experience working on complex engineering/construction facilities programs with experience in architecture studies, facilities management, and building operations.

Expert knowledge of Congressional and OMB information needs and reporting requirements, capital projects, policies, processes, and procedures, as well as expert knowledge of space management, programming, building design, construction, and maintenance.

Expert knowledge of Computer Automated Facility Management Systems as well as Building Automated Systems for multi-site locations.

Superior ability to gather and analyze facility related data (budget, space use, project progress) and turn those insights into clear, practical recommendations for decision makers.

Expert knowledge of Capital Planning principles, practices, and methodologies.

Superior communication, interpersonal, networking, and analytical skills; superior ability to effectively manage competing priorities while adhering to strict guidelines; and superior ability to work effectively, independently, and also in a collaborative environment.

Superior problem-solving skills, including ability to work effectively both independently and in a collaborative environment using creative problem-solving skills.

Superior oral and written communication skills including an expert ability to tailor facilities ideas, explanations, presentations, briefings, and concepts across all levels of management and with peers.

Superior ability to develop and review financial forecasts, conduct analysis, and lead facility programs concerning space management, design, construction, and occupancy within the ODNI.

Demonstrated knowledge of the Americans with Disabilities Act (ADA) standards, the Occupational Safety and Health Administration standards, and Environmental Protection Agency regulations, National Fire Protection Association (NFPA) Life/Safety 101 Code, National Historic Preservation Act (NHPA), safety measures, and Architectural/Engineering Codes.

Desired Requirements:

Ten to fifteen years of progressively responsible experience in the same or a related field.
