This position will work directly with the supervisor, Health Systems Specialist Administrative Officer, to obtain the knowledge and skills required to function at the full performance level in support of the Deputy of Nursing & Patient Care Services. The incumbent will accrue the knowledge, skills, and abilities through close supervision to serve as public relations representative for the service line, in assistance to the overall administrative functions of the service line, including fund control point management and budgetary control, responsibility and reporting requirements, and timekeeping and auditing.

The duties are substantially identical to those reflected in the position description at the target level. Work assignments are designed to prepare the incumbent for the full range of duties and responsibilities required at the full performance level. As experience and knowledge in the position are gained and competency is demonstrated, the incumbent is relied upon to make more independent judgements and decisions.

Incumbent must have knowledge and understanding of state-of-the-art equipment, technology and/or software such as MS Excel (intermediate level), PowerPoint, Word and other software that is necessary to produce high quality and creative products required by the office. Incumbent provides recommendations for evaluations of such equipment and/or software. Knowledge of many VA forms in order to prepare work orders, supply and travel request, personnel forms and other types of correspondence. In addition, incumbent must be creative in designing different reports and presentation formats for Nursing services. Knowledge of dissemination of electronic mail. Word processing assignments involve the application of a variety of formats, such as letters, agendas, minutes, center policy memoranda, reports, teaching agreements, curriculum vitae, conference handouts with tables and charts, research papers for publications, presentations and service policies. Has knowledge of supply ordering and minimal maintenance of printers for the service.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/25/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • Specialized Experience GS06: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Experience using Microsoft Office at an intermediate level to generate professional documents, create and maintain spreadsheets, and manage email and calendars; Familiarity with automated timekeeping, scheduling, or database systems (such as VATAS, TMS, AcuStaf) in a fast-paced office setting; Previous work in an administrative support or clerical role, preferably within a healthcare, human resources, or public service environment; Ability to type at least 40 WPM, and experience preparing error-free correspondence and records; Demonstrated success working as part of a diverse team, with flexibility and a willingness to learn new processes.
Specialized Experience GS07: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Proven ability to independently manage calendars for senior leaders including prioritizing, rescheduling, and proactively resolving conflicts; Extensive experience applying intermediate or advanced functions in MS Word, Excel, and Outlook for reporting, presentations, meeting coordination, and document management; Demonstrated accuracy in timecard processing, leave tracking, and compliance with federal payroll/timekeeping policies; Experience with onboarding coordination, including PIV sponsorship, ePAS actions, and collaboration with HR to ensure a smooth orientation for new staff; Ability to analyze and improve office procedures, train others on administrative processes, and handle confidential/sensitive information appropriately; Evidence of strong written and verbal communication skills, including composing professional correspondence and taking accurate, timely meeting minutes; History of consistently meeting deadlines while managing multiple priorities in a busy office setting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
