Help
  • Schedule/Manufacturing and Delivery Surveillance, and Physical Progress and Performance Based Payment Reviews.
  • Performs contract review to identify contractual technical requirements and develop required tasks for the execution of the surveillance plans.
  • Identifies frequency and intensity of production surveillance required to perform on assigned contracts.
  • The incumbent develops surveillance plan(s) as a result of the contractor risk assessment and/or guidance provided in agency policy, resource documents or procedures.
  • Assesses and oversees contractor capability to produce and deliver products, services and systems to contract schedule and within cost.
  • Promptly notifies buying activities of potential or actual schedule delays and their causes.
  • Provides concise and definite recommendations.
  • Actively defines strategies to improve contractor on-time delivery performance.
  • Uses written Corrective Action Requests (CARs) to notify the suppliers of contracts non-conformances.
  • Reviews cost proposals for sustainment and production items’ reasonableness of manufacturing direct labor hours, other direct costs and materials.
  • Determines physical progress and performance milestones to support progress and performance-based payment requests.

  • Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access
  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.

Qualifications

To qualify for an Industrial Specialist (General), your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector.

Creditable specialized experience includes:

  • Scheduling/Manufacturing and Delivery Surveillance, and Physical Progress and Performance Based Payment Reviews.
  • Performing contract review to identify contractual technical requirements and develop required tasks for the execution of the surveillance plans; Identifying frequency and intensity of production surveillance required to perform on assigned contracts.
  • Developing surveillance plan(s) as a result of the contractor risk assessment and/or guidance provided in agency policy, resource documents or procedures;
  • Assessing and overseeing contractor capability to produce and deliver products, services and systems to contract schedule and within cost.
  • Notifying buying activities of potential or actual schedule delays and their causes.
  • Providing concise and definite recommendations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
