Develops and implements HR strategies and initiatives aligned with the overall SAA strategy. Bridges management and employee relations by addressing demands, grievances or other issues. Supports current and future business needs through the development, engagement, motivation and preservation of human capital. Develops and monitors overall HR strategies, systems, tactics and procedures across the organization. Ensures legal compliance throughout human resource management. Other duties as assigned.

Qualifications
Required Work Experience
8+ years progressively responsible HR experience.
Required Special Skills/ Knowledge

Ability to interpret employment laws.
Effective communicator, strong organization skills, ability to train employees, handle sensitive/confidential information. Ability to deescalate heated situations.
Knowledge of personal computers and word processing, spreadsheet, and database applications.
May perform duties of a contract representative (COR) as needed.
Desired Qualifications
Knowledge of modern human resources management principles, practices and procedures.
Knowledge of, or ability to learn, the Senate’s legal employment obligations under the Congressional Accountability Act and various employment laws.
Ability to offer sound advice/recommendations on policies and procedures in compliance with legal requirements.
Ability to identify and assess program needs and to develop plans to meet those needs.
Ability to coordinate and conduct surveys and training for SAA employees.
Ability to develop safety plans, handbooks, and other necessary documents.
Ability to handle sensitive and confidential information and a commitment to maintaining confidentiality in all matters.
Experience working with a diverse workforce.
Ability to communicate effectively.
Ability to collaborate and provide strategic input to senior leadership and the ability to influence others at all levels.
