Major duties include but are not limited to:

  • Responsible for the overall management of Automated Data Processing (ADP) functions to include VISTA, CPRS, core software packages and serves as the point-of contact on all matters relating to these functions.
  • Responsible for the administration of the ADP security program for Medical Service, insuring that the Medical Service staff are compliant with HIPP A laws and the provisions of the Privacy Act of 1974, and other applicable laws and regulations.
  • Develops and administers the service-level ADP security program and disseminating to Medical Service staff.
  • Attends monthly ADPAC Meetings, keeping a breast of new computer initiatives, new programs, software and hardware and disseminating this information to the staff in Medical Service.
  • Responsible for developing plan fur Medical Service for tile computer support needs for the service. This also includes maintaining a complete inventory of computer support equipment, as needed by the service. Uses NOIS to request and track new equipment requests.
  • Serves as liaison between Medical Service and IRM. Maintains close working relationships with management and technicians in IRM and consults, as needed, with IRM on software and hardware updates, problems, and resolutions.
  • Provides on -site support at user's location when possible.

Work Schedule: M-F 7:30am - 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience in the field of health care administration and delivery systems for the provision and execution of outpatient care, knowledge of VA regulations and laws governing VA medical benefits and of care and the overall programs related to the health care delivery system; the Privacy Act; Joint Commission Standards, Health Insurance Portability and Accountability Act (HIPAA), state and federal laws, in-depth knowledge of the substantive programs and organizational structure of the VAMC to gather information, analyze data and develop and write detailed reports, experience with medical eligibility and public law pertaining to health care for Veterans, billing for medical services provided, state and local laws for billing activity, applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations, developing and applying financial management techniques and methodologies to plan, execute, and review programs within the Business Office. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPTS REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: Transcripts must be submitted. Education cannot be credited without documentation (TRANSCRIPTS REQUIRED).
Preferred Experience:
  • Experience supporting Vista/CPRS systems, providing end user training, and troubleshooting software and hardware issues. Skilled in data extraction, analysis, and presentation to support operational decisions making.
  • Experience administering ADP security and ensuring compliance with HIPPA and Privacy Act requirements.
  • Demonstrated ability to manage multiple projects independently, coordinate with OIT, and develop training materials.
  • Strong analytical skills, knowledge of healthcare delivery operations, and ability to communicate effectively with clinical and administrative staff.
