Duties include but are not limited to:

  • Assigns work to Painters, a Work Leader, and a Plasterer using own initiative. Special priorities maybe assigned based on the need of the medical center. Works is assigned and accomplished as required to meet established deadlines and work schedules using trade good trade practices. Provides Staff required blueprints, materials, tools are available and required stock is obtained from supply locations. Facilities and estimates new work methods and materials as they become available, via use, demonstrations, lectures, and film. Only in the area of highly complex or unusual assignment will planning directions be given by the Chief, M&R Section.
  • Demonstrates proper work methods, trade techniques and practices to achieve desired results. Works along other workers to set the pace. Supervises construction and repair of interior walls, ceilings, stucco and varies types of interior and exterior walls for new and existing plastering on all types of backgrounds such as metal, wood or gypsum lath, wallboard, and masonry surfaces, as well as repair and patching of plaster and stucco surfaces.
  • Conducts training sessions designed to update, improve, or upgrade the knowledge and skills of others. Explains safety precautions to be followed in setting up machinery and equipment. Provides instruction in the use of layout techniques, power tools, materials, measuring devices, precision instruments, and safety devices.
  • Accomplishes work independently in a highly professional manner. Only in areas of extremely complex or unusual assignments will direction be given by the Chief, M&R Section. Checks and clears any major changes, such as, intent of work order procedures or overall procedures for doing complex or highly unusual jobs.
  • Selects various instructional methods and techniques to evaluate the progress of workers training and performance. Conducts individual progress and performance rating for employees. Tracks and assigns employee training.
  • Stays abreast on procedures, policies, written instructions and other governing directives. Follows proper safety and housekeeping rules (for example, limits of safe machine operation are not exceeded, safe handling of manual, power and machine tools are used properly, and the proper handling, storage and disposal of hazardous materials and chemicals.) Ensure employees are properly trained and adhere to safe work practices as outlined in VA Regulations, Medical Center Policies and OSHA standards. Trains employees regularly on safe work habits.
  • Communicates changes to leadership and updates electronic work orders, procurement actions, contracts, sketches, drawing, notes, data, or other guidelines clarifications to be followed.
  • Investigates employee accidents and files all required forms, within the required limits of VA regulations and medical center policies. Responsible for employee time and attendance, approval / disapproval overtime, leave requests, records daily subsidiary timekeeping and attendance in accordance with VA Regulations and Medical Center Policies. Reviews position descriptions and performance plans, with employees and revises as needed. Recognizes individual or group(s) for awards, investigates disciplinary actions, and trains staff on the proper reporting of patient safety violations, occupational health and safety incidents. Responsible for Paint Shop budget, includes the annual budget and staffing with a projected 5-year plan.
  • Prioritizes work orders, projects, and non-routine emergent actions required to maintain the interior and exterior of commercial and medical buildings, wheelchairs, furnishings, machinery streets parking garages and other surfaces. See to it that there is enough work to keep everyone in the work crew busy. Urges or advises other workers to follow instructions received from Worker Leader or other supervisors to meet deadlines.
  • Prepares detailed estimates of labor and materials. Maintains proper stock levels for materials and personal protective equipment for Paint Shop. Procures tools, brushes, rollers, spray guns, sandblaster, spray booth grinders, acid etching, power washer and other related materials to ensure Painters apply correct coating materials and achieve the desired texture, thickness and technique in such things as rubbing down, fin-texture finishes, marbling, effect per assigned project.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Physical Requirements/Working Conditions: The employee prepares and coats surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in cramped and hard-to-reach places. This position requires the employee to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The employee frequently lifts, carries and sets up equipment that weigh up to 10 pounds. Occasionally, the employee may handle materials that weigh 40 pounds or over.
