Duties

Help

  • Technical Expert (TE) planning NAVWAR Positioning Navigation and Timing (PNT) and Operational Field Assessment (POFA) test, experiment and large field training exercise events.
  • TE executing NAVWAR PNT and POFA test, experiment and large field training exercise events. Leads medium and large teams consisting of technical and non-technical specialists in the execution of assessments, tests, experiments and large field training exercises involving prototype, developmental and/or operational military and commercial systems.
  • Develops products from NAVWAR PNT and POFA test, experiment and large field training exercise events.
  • TE preparing and presenting briefings and papers on NAVWAR topics.

Qualifications

Conditions of Employment Cont.:

  • Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of Navigation Warfare (NAVWAR) and Positioning, Navigation and Timing (PNT) as it relates to warfighting with full understanding of PNT and NAVWAR applications to warfighting doctrine, plans and procedures. Knowledge of NAVWAR as it applies to warfighting with advanced understanding of military combat and combat support systems assessment and test procedures, government and civil test and simulation facilities and capabilities as they apply to developing NAVWAR solutions for the warfighter. Experienced with Department of Defense structure, operations and staffing with emphasis on combatant command structure and theater operations. Comprehensive knowledge to solve novel or obscure problems, to develop and maintain responsive NAVWAR methods and techniques and to develop new approaches in solving a wide variety of NAVWAR problems. Knowledge and understanding in operational and/or developmental test procedures for military weapon systems and knowledge in MRTFB test range operations and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. In-depth knowledge of Navigation Warfare (NAVWAR) and Positioning, Navigation and Timing (PNT) as it relates to warfighting with full understanding of PNT and NAVWAR applications to warfighting doctrine, plans and procedures.
  2. Knowledge of NAVWAR as it applies to warfighting with advanced understanding of military combat and combat support systems assessment and test procedures, government and civil test and simulation facilities and capabilities as they apply to developing NAVWAR solutions for the warfighter. Experienced with Department of Defense structure, operations and staffing with emphasis on combatant command structure and theater operations.
  3. Comprehensive knowledge to solve novel or obscure problems, to develop and maintain responsive NAVWAR methods and techniques and to develop new approaches in solving a wide variety of NAVWAR problems. Knowledge and understanding in operational and/or developmental test procedures for military weapon systems and knowledge in MRTFB test range operations and procedures.
  4. Skill in designing and conducting comprehensive studies, projects and techniques and preparing solutions to especially broad, important, and severe military operational and non-operational areas.
  5. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
  6. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to plan, organize, and direct the functions and staff of a medium to large teams.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
