Summary: The primary purpose of this position is to: Serve as Certified Strength and Conditioning Specialist (CSCS) in the
development, implementation, and oversight Special Warfare personnel. This position also supports data collection and
management of metrics for performance enhancement, manpower utilization, facility needs, and program budgeting.
Position will require individuals to provide technical and administrative support, as directed by organizational leadership, and conduct routine communication, coordination, and collaboration with internal staff members and external organizations to ensure adequate Special Warfare Airmen support.

Duties

  • Certified Strength and Conditioning Specialist (CSCS) responsible for training tactical athletes (both staff and students) at basic and advanced levels.
  • Develops, implements, reviews, revises, and integrates progressive Strength and Conditioning training plans and materials (both group and individualized) IAW established HPO training objectives.
  • Collect physical performance data and provide data compilation to decision authorities upon request.
  • Provide in-service training to instructor cadre in strength and conditioning as needed IAW the National Strength and Conditioning Association and/or equivalent governing bodies deemed acceptable by the HPO Director.
  • Oversee and evaluates unit and mission effectiveness.

  • National Strength and Conditioning Association (NSCA) Certified Strength and Conditioning Specialist (CSCS) is required
  • National Strength and Conditioning Association (NSCA) RSCC*D designation, Functional fitness certification such as Certified Cross-Fit Level 2 Trainer (CFL2), or equivalent certification/competencies are highly desired
  • Must have professional writing skills to be used for academic studies or publications
  • May be required to work other than normal duty hours to support non-duty hour classes and events
  • May be required to possess a valid operator’s license in order to drive a motor vehicle to and from work sites
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

  • Demonstrated sustained experience working with elite athlete populations (for example, Olympic, professional, collegiate level, Special Operations/Special Forces-specific tactical professionals, etc.), with a minimum of 10 years of aggregate professional experience specific to increasing strength and conditioning programs is highly desired
  • Work requires lifting potentially heavy weights over 100 lbs., squatting, sitting, standing, running, jumping, bending and walking with long periods of standing during a typical 8-hour day. It requires strength, coordination, stamina, and safe mental judgment to manage and operate exercise equipment. Physical conditioning must be sufficient to demonstrate and perform various exercise procedures. This position requires the ability to pass an AFFA (AFI 36-2905) at the age-based testing standard for male/female 20-59 years of age
  • Must maintain current Basic Life Support (BLS) certification IAW AF guidance and be capable of obtaining and maintaining certification in basic cardiopulmonary resuscitation (CPR) to include automated external defibrillator (AED) training
  • Must be able to obtain and maintain a Secret security clearance
  • Unit funded position

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Medical and Healthcare, Series 0601 + IOR.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Education
Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained (must provide copy of transcripts at time of application).

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes e knowledge of the principles, concepts and methodology set forth by the National Strength and Conditioning Association (NSCA) within their Certified Strength and Conditioning Specialist Certification (CSCS) gained from certification as a Strength and Conditioning Specialist or Exercise Physiologist/Athletic Trainer in order to assess/analyze individuals to determine effective programs of physical fitness, promote health, and ensure safety during participation in exercise. Knowledge of military concepts in the development of comprehensive human performance program while centering on injury prevention, performance enhancement, and nutritional guidance. Knowledge of instructional systems development and learning theory, teaching techniques and of mission and operation tactical concepts relevant to planning, delivering, and evaluating performance-based strength and conditioning programs OR

EDUCATION:
Applicants must have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or related disciplines which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (must provide copy of transcripts at time of application).

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of concepts, principles, methodology, and techniques of high-performance exercise physiology and related health sciences in order to plan, develop, implement, and evaluate multi-faceted strength and conditioning programs for elite athlete populations in order to enhance trainee's physiological profile.
  2. Knowledge of Special Warfare organization, populations, and culture, and the unique stressors placed upon Special Warfare Airmen
  3. Knowledge of medical conditions and terminology as well as human behavior change theories, motivational strategies, and counseling techniques to resolve the most difficult problems associated with uncooperative or unmotivated trainee.
  4. Skill in using state-of-the-art computer-based software and other instructional/evaluative material, current and highly specialized strength and conditioning equipment, facility recommendations and practices, training aids and devices applicable to program objectives, training effectiveness, and efficiency.
  5. Skill in conducting research, data analysis, anticipating changes and developments, developing unit plans, evaluating effectiveness, coordinating work, and reviewing technical reports.
  6. Ability to develop presentations to present findings and recommendations, orally and/or in writing, using current information technology and computers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
