Summary

The Emergency Department Supervisory Social Worker works within the Social Work Service Line as a front-line supervisor for the Emergency Department (ED). The incumbent is responsible for the professional practice of the social workers in which s/he oversees. They are also responsible for the day-to-day operations of the unit, supervise staff, disciplinary matters and manages all leave request.

  • Assures team members are compliant with applicable Federal and State laws.
  • Oversee the management of Veteran complaints and issues.
  • Contributes to the development of program goals and objectives to meet VHA social work requirements.
  • Directly supervises both clinical and administrative personnel.
  • Participates in the development and coordination of all medical center plans pertaining to ED and Mental Health unit services.
  • Assist in development and execution of ongoing program evaluation and data driven quality improvement projects to monitor the effectiveness of the clinical program as needed or indicated
  • Complies with all CPRS documentation procedures
  • Complies with national and local performance measures.
  • Evaluates ED SW practice through professional peer review, case conferences and other organizational means.
  • Provides a full range of diagnostic and evaluative Social Work appropriate services for Veterans receiving treatment.
  • Provides a full range of biopsychosocial assessments.
  • Engages in discharge planning for emergency room patients.
  • Facilitates patient and family education appropriate to the setting and presenting problem.
  • Independently identifies high-risk patients and provides case management services.
  • Provides crisis intervention services, seeking to address the cause as well as the presenting complaint, coordinates family conferences and serves as liaison to family members.
  • Has advance practice level of knowledge and experience in use of medical and mental health diagnoses, disabilities, and treatment procedures.
  • Provides recovery-oriented interventions, with focus on individual Veteran needs.
  • Coordinates community-based services.
  • Independently provides consultation services to other staff regarding the psychosocial needs of veterans.
  • Serves as an advocate when appropriate and feasible for Veterans and their families.
  • Assists with clinical coverage and administrative supervision supports.
  • Provides on-site social work services to the greater healthcare system.
  • Responsible for Suicide Prevention in the Emergency Department (SPED) practice and monitoring.
  • Is the SPED point of contact for the ER.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

BASIC REQUIREMENTS.The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000.To qualify for appointment as a social worker in VHA, all applicants must meet the following:

a. Citizenship.
Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).

b. Education.
A master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 4 accreditation standards for a masters of social work.

c. Licensure.
Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid

d. Physical Requirements.
Must be able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies.

e. English Language Proficiency.
Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

GRADE DETERMINATIONS.

Supervisory Social Worker, GS-12

  1. Education and Experience.
One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  1. Demonstrated Knowledge, Skills, and Abilities.
In addition to the experience above, the candidate must demonstrate all of the following KSAs:

(a) Ability to independently organize work, set priorities, and meet multiple deadlines.

(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.

(c) Ability to ensure provision of clinical social work services.

(d) Ability to provide staff training and development.

(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.

(4) Assignment.
For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.

The full performance level of this vacancy is GS-12.
