The Productivity Program Analyst is a member of the Clinic Practice Management Section under the Chief of Staff at the James H. Quillen VA Medical Center, with responsibilities for managing multiple data elements that contribute to productivity data for the Ambulatory Care Service. The incumbent provides data, reports , and assistance to the ACOD/GPM, AGPM, and clinical service chiefs in their work in the development of strategic plans for the facility as it relates to access to care. The incumbent measures and provides recommendations with an emphasis on improving clinical product line performance
Duties include, but may not be limited to the following:

  • The employee is responsible for determining inefficiencies in current and established practices, forming corrective action plans, and preparing draft policies for senior management consideration and implementation.
  • The employee prepares reports of program status and accomplishments for the overall productivity program.
  • The employee applies fact-finding and investigative techniques (e.g., employee/supervisor interviews, review of work procedures, instructions, records, and files) to gather clear-cut factual evidence of compliance with regulations and productivity measures.
  • The employee identifies skewed data in databases and conducts investigative interviews with physicians, managers, and other employees to identify areas of weakness and/or the source of how the data was captured and entered into the system.
  • The employee works with individual clinical providers, sub-specialty chiefs, Service Chiefs, administrative officers, Group Practice Manager's section and the Chief of Staff to create and implement action plans for reversing negative trends and ensure service-level compliance on all metrics.
  • The incumbent investigative and fact-finding process, the incumbent may be required to review standard and existing practices, work in progress or upon completion, monitor/spot check work as deemed necessary to assess the quality and quantity of work produced and, thus, make appropriate recommendations.
  • Assures that release of information requests are processed in accordance with medical center policy. The employee may be required to assist in contacting clinical staff to obtain information necessary to respond to requests when not readily available in the medical record.
  • Maintain contact with clinical personnel and other staff to resolve delays and misunderstandings in all productivity management processes. Oversees coordination of consultations and referrals of patients to other specialty services and manages schedules for patients for future appointments in accordance with physician clinic profiles and input from the patient(s) to ensure productivity standards are met.
  • Collaborates with Ambulatory Care section chiefs, Service Chiefs and Administrative Officers to oversee outpatient clinic access.
  • Collaborate with Ambulatory Care section chiefs to develop strategies to improve processes in order to meet VACO established access measures and goals. Identifies gaps in data reporting and input and makes recommendations for implementation. Serves as Quality Assurance (QA) Specialist with the responsibility of data collection relating to the quality of work processes and progress of each section within Ambulatory Care Service and evaluating the causes of the deficiencies. Provides data to each section chief individually. Prepares documented reports of findings to the AO, Service Chiefs, Chief of Staff (COS), VISN and VACO.
  • Provides administrative program advice for ambulatory care clinical support services. This may include interpreting policies, making recommendations for local policies, assisting managers in defining administrative requirements, and/or providing advice to higher-level leadership on related issues. Evaluates and monitors administrative activities and makes substantive recommendations for program improvements. Performs demand/capacity analysis, templating and scheduling. Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-05. For the GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized experience includes knowledge and skills in: Communicating factual and procedural information clearly, orally and in writing. Gather and analyze basic facts and draw conclusions. Specialized experience includes: Applying a strong working knowledge with eligibility criteria for many different areas such as prosthetic devices, medications, dental care, outside referrals and any special procedure, which may be necessary or requested. Communicating professionally with managers and other employees to identify areas of weakness and/or source of deficiency. Applying extensive knowledge of policies and directives, management theories and principals including administrative practices and procedures to effectively collaborate with physicians/medical staff, managers, administrators, VISN staff and internal and external stakeholders to gather information/data; Researching, analyzing, validating data, and developing reports for management meetings.
