This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Division of State Systems (DSS).

As a INFORMATION TECHNOLOGY SPECIALIST (APPSW/ENTARCH), GS-2210-13, you will perform a wide variety of duties related to the design, development, and implementation of new and modernized HHS, CMS information technology (IT) systems in support of HHS, CMS programs.

  • Provide high-level technical expertise in support of new or existing applications software in one or multiple specialties.
  • Lead or consult with cross-functional teams, staffed by federal civil servants and contractors, skilled in information technology, data engineering, design, product management, project management, data science and related technology disciplines.
  • Provide technical advice and support on solutions to critical problems, which require creativity in generating new hypotheses, approaches, and standards to be used agency- and nationwide by others.
  • Serve as an agency expert in new and emerging information technology tools, platforms, and method.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1. Attention to Detail - is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

1. Leading cross-functional teams to automate and scale mission-critical platforms while ensuring alignment with federal compliance standards and organizational policy.
OR
2. Providing end-to-end strategic oversight for enterprise system initiatives, encompassing fiscal management, contract administration, and data-driven performance tracking within an Agile delivery framework.
AND
3. Communicating complex technical information into clear, concise written reports and oral presentations tailored for diverse audience, including end-users, executives, and non-technical stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
