Duties

This is a developmental position with known promotion potential to the target position of INFORMATION TECHNOLOGY SPECIALIST (Internet), GS-2210-13. Incumbent works closely with supervisor in performing duties at full performance of the targeted position. When the supervisor determines the full proficiency has been acquired, and time in grade has been met, the candidate will be promoted without further competition.

  • Leads and manages the AFRBA and DoD electronic Reading Room web services information activities as the Technical Program Manager.
  • As the primary technical programmer, user experience (UX), and user interface (UI) developer, the incumbent leads the programming, design, and user experience of the AFRBA and DoD Boards of Review Reading Rooms websites.
  • Serves as the AFRBA Privacy Officer ensures agency-wide compliance with the Privacy Act, managing privacy policies, redacting personal identifiable information (PII), and overseeing the publication of decisional documents to the Department of Defense (DoD) Boards of Review Reading Rooms.
  • Serves as the Agency focal point for monitor platform performance and usage metrics to identify areas for technical improvement

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience with IT concepts, principles, methods, and practices; the mission and programs of customer organizations; the organization's IT infrastructure; performance management/measurement methods, tools, and
techniques; systems testing and evaluation principles, methods, and tools; IT security principles and methods; requirement analysis principles and methods; Internet technologies to analyze the Internet potential of systems, networks, and data; new and emerging information technologies and/or industry trends; acquisition management policies and procedures;

GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience with applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as: develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence important agency IT policies or programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Proven experience in leading and managing technical programs, including website development, user experience, and user interface design
  • Strong knowledge of software development, configuration, and coding using programming languages such as HTML, CSS, JavaScript, Python, or similar
  • Demonstrated ability to ensure compliance with federal privacy laws and regulations, particularly regarding PII and non-public information
  • Proven experience in managing budgets, tracking expenditures, and providing budget forecasts and reports to stakeholders
  • Strong understanding of system updates, technical issues, and cybersecurity requirements, and ability to coordinate with IT teams to address them.
  • Proven ability to gather and manage requirements from multiple stakeholders to ensure that technical solutions meet operational and user needs
  • Demonstrated ability to use analytics of data and assess engagement to inform future design enhancements
  • Ability to communicate effectively, both orally and in writing

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
