Help

This is a developmental position with a full performance level of GS-09. The incumbent will perform developmental assignments designed to provide the knowledge, skills, abilities, and experience necessary to successfully perform the full range of Training Instructor duties at the GS-09 level. At the GS-07 level, duties are performed under closer supervision with increasing independence as experience is gained. Upon meeting regulatory requirements and demonstrating satisfactory performance, the incumbent may be promoted non-competitively to the GS-09 full performance level.

Duties include, but are not limited to:

  • Develops and delivers training programs for EMS staff, including sanitation, safety, and infection control procedures.
  • Prepares and updates instructional materials to ensure alignment with organizational policies and regulatory requirements.
  • Evaluates training effectiveness through feedback, data collection, and analysis, and recommends improvements.
  • Modifies training content based on program needs and subject matter expert (SME) input.
  • Coordinates training activities, including scheduling, tracking completion, and maintaining training records.
  • Ensures training programs comply with applicable standards (e.g., OSHA, EPA, infection control guidelines).
  • Communicates training requirements and collaborates with supervisors, staff, and SMEs to support workforce development.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For the GS-07 position you musth have served 52 weeks at the GS-05.
  • For the GS-09 position you must have served 52 weeks at the GS-07.

The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Individual Occupational Requirements

Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
or
Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

In addition to the IOR above, applicants must meet the grade requirements.


GS-07 Grade Requirements:
Experience:
You must have one year of specialized experience equivalent to the GS-5 grade level that is related to the position to be filled. Examples of specialized experience would typically include but are not limited to assisting with administrative or instructional support duties related to employee training programs in healthcare, environmental services, or similar setting. This may include maintaining training records, scheduling or coordinating training sessions, distributing training materials, tracking employee completion requirements, assisting instructors with classroom or hands-on training activities, and providing basic guidance on established procedures and policies.
OR
Education: One full year of progressively higher-level graduate education leading to a master's degree or superior academic achievement, if related.
OR
Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education.

GS-09 Grade Requirements:
Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to assisting with or performing training and instructional duties in healthcare, environmental services, or similar setting. This includes preparing or reviewing training materials, supporting or delivering training sessions, and assisting in evaluating training effectiveness. Experience may also include applying subject-matter knowledge to instruct others and ensuring training aligns with established policies, procedures, and safety or regulatory requirements.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education.

Preferred Experience:
  • Experience in Housekeeping or Environmental Management Services within a healthcare setting
  • Experience in applying and working with regulatory and accreditation standards, including Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), Centers for Disease Control and Prevention (CDC), and Association for the Healthcare Environment (AHE) guidelines as they relate to medical facilities
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: The work required is generally sedentary in nature but also includes standing bending, and carrying light or medium loads of paper, office supplies, supplies and equipment. Walking, sitting for extended period of time at a computer terminal, and standing at length while instructing is involved in this position
