This position is located in the Office of Public and Indian Housing (PIH), Office of Native American Program (ONAP), Office of Grants Evaluation. PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees.

As a/an Lead Grants Evaluation Specialist, you will:

  • Serve as principal advisor to the OGE Director in developing national grants evaluation policies, standards, procedures and guidelines to be used by Program and Area Offices (AO), Indian tribes, tribally-designated housing entities (TDHE), participating Indian tribes, and others involved in the implementation of all applicable programs. Make decisions and recommendations with minimal consultation from the OGE Director.
  • Provide technical guidance in the interpretation and implementation of grants evaluation policies and procedures of applicable programs to Native American tribes, TDHEs, and Program and Area Office Grant Evaluation personnel.
  • Conduct analytical studies of complex issues related to Native American housing in order to evaluate the effectiveness of current national policies and procedures in meeting ONAP objectives. Analyze problems and make recommendations for more effective monitoring of Native American housing and community development grant programs.
  • Comment on pending legislation, regulations and guidelines prepared by other offices within HUD and draft recommendations for statutory changes to affect the monitoring of housing and community development grant programs. Prepare reports on recommendations for use by senior Department officials. Coordinate and review policies, procedures, and regulations with other HUD program offices, as well as the OGE Director, AOs , and other agencies to analyze the impact of those changes on the administration of Native American housing and community development grant programs.
  • Prepare responses to inquiries from Congress, Federal, State, local officials, Indian tribes, TDHEs and others regarding Native American housing and community development program policies and procedures.
  • Be responsible for all associated aspects of grants evaluation, including development of risk assessment tools, remote monitoring of grant recipient activities, identification of non-compliance areas, preparation of corrective and/or enforcement actions, and audit tracking management.
  • Lead OGE team in conducting AO Grants Evaluation reviews to ensure adherence to program policies and consistency in the implementation of grants review procedures and the provision of technical assistance in the administration of grants management programs across the Program and Area Offices. Ensure consistency in the implementation of risk assessment, monitoring, audit, problem resolution, and enforcement procedures in the Program and Area Offices. Identify problems related to the grant evaluation of applicable programs and prepare comprehensive reports analyzing problems and recommending solutions; Study unique problems relating to the monitoring of applicable Native American programs within Aos and develop a national model to deal with these complex issues across Aos in a consistent manner.

Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized Experience
for this position includes:

- Leading or guiding a team of employees and monitoring their progress towards achieving program goals and objectives relating to the development and maintenance of policies and procedures for monitoring and evaluating grant recipient performance and compliance with the rules and regulations relating to affordable housing programs AND
-Performing review and analysis of statutes, regulations, policies, programs, audits, standards, procedures, and guidelines relating to monitoring and evaluating performance in grant programs relating to affordable housing, spotting issues and challenges and making recommendations to resolve the issues or overcome the challenges; AND
- Performing analysis, evaluating, recommending, and implementing solutions to affordable housing grant policy and program issues to ensure performance goals and regulatory requirements are met by developing policies, programs, standards, procedures, and guidelines relating to monitoring and evaluating grant recipient performance and compliance with the rules and regulations relating to affordable housing programs.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
