This vacancy is open to current, permanent (career/career conditional) employees of the Denver, CO VBA Regional Office and CTAP eligible only. For purposes of this job announcement, Fiduciary Hub bargaining unit employees in the commuting area are considered facility employees.

Duties

Help

Specific duties include:

  • Develops and implements facility records management policies and procedures in accordance with VA policies, VBA policies, National Archives and Records Administration (NARA), and other applicable federal laws and regulations.
  • Coordinates records management activities with Records Management Technicians (RMTs), Division Records Management Officers (DRMOs), Records Liaisons Officers (DRLOs), business lines, management, and employees.
  • Conducts audits, monitoring, and evaluations of records to ensure compliance with lifecycle management requirements.
  • Maintains working knowledge of VA/VBA Systems of Records, Office of Management and Budget (OMB), NARA and other federal laws and regulations.
  • Develops and provides training to employees, RLOs, DRMOs, and RMTs on records lifecycle, retention, Privacy Act requirements, and disposition policies.
  • Reviews contracts for proper records management clauses and ensures compliance with station shredding and disposition policies.
  • Serves as the point of contact for disposition of temporary, non-record, and unscheduled records; reviews and approves documents marked for disposal.
  • Collaborates with Information Systems Security Officer (ISSO), legal counsel, and management on legal holds, privacy requirements, and data protection.
  • Oversees periodic reviews of sensitized Veteran records for compliance.
  • Processes FOIA and Privacy Act requests and prepares recommended decisions for release or withholding of records.
  • Serves as a liaison to external customers to clarify and resolve issues.
  • Supports disaster preparedness and continuity of operations by identifying and protecting vital records.
  • Identifies records management program deficiencies and recommends corrective improvements.
  • Applies project management skills to assist with records inventory, file plan development, retirement, and retrieval projects.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/16/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-12 Grade Level:
  • Specialized Experience: To qualify for the Records and Information Management Specialist, GS-0308-12 position, you must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service obtained in either the public or private sectors. Specialized experience is defined as work that involves, but is not limited to, development and maintenance of records management and privacy programs and/or initiatives, conducting studies to determine program needs, ensuring the protection of Veteran, employee and other agency sensitive information from unauthorized use, disposal and destruction. Applicants possess substantial experience planning and managing a records management program that includes training all levels of employees, to include subordinate and supervisory, on the rules and regulations regarding records management and protection of sensitive information under the Privacy Act of 1974 and HIPAA.
  • Education Substitution: There is no education substitution
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work requires considerable walking, standing, and bending in searching various file locations. There is occasional lifting and carrying of such items as records boxes averaging 35 pounds, folders, and shred envelopes. Involves the operation and maintenance of shred receptacles and shredders. The RMO will perform the electronic equivalent of the physical demands listed above, as system capabilities permit (e.g., reviewing and approving the removal of documents marked for disposition in the electronic environment).
