Summary

The goal of Medical Disability Examination Office (MDEO) is to provide program oversight of the contract examination process, to include monitoring vendor performance of compensation and pension (C&P) examinations, all aspects of contract administration and financial management of the program. This position is in the VBA MDEO contract administration program office. The office is responsible for monitoring the MDEO compensation program for the purposes of analysis and accountability.

Specific duties include:

  • Lead a team of management and budget analysts. Provide position management advice and recommendations to program office management; to include providing advice on the distribution of workload among team member, and the skills mix, or categories of employees needed to do the work.
  • Serve as project manager, with responsibility as the primary organizational or project representative conducting bureau-wide or major components thereof. Prepare and maintain team reports to include accomplishments and areas of improvement. Stay abreast of updates in policies and procedures impacting the program; develop and update team procedures and program Standard Operating Procedures (SOP).
  • Assign tasks and associated deadlines, monitor progress, and maintain effective tracking system to ensure program efficiencies. Identify areas of deficiency and provide essential coaching and mentoring. Develop training materials for staff, and MDEO contract and budgetary program requirements; provide training to MDEO staff and other business lines. Make recommendations to the Assistant Director and Chief on team performance evaluations and awards for achievement.
  • Procurement responsibility. - work with VA Acquisition personnel to assist in the procurement of a variety of products and services; that includes procurements that contain several different processes or elements resulting in extensive subcontracting.
  • Prepare acquisition plans, appropriate milestone charts, and related schedules. Serve as advisor to management officials in procurement planning. Advise program officials of the procurement objectives to be used and prepare statements of work. Assist in the preparation of the findings and solicitation documents. Explore new or innovative contracting approaches to arrive at an equitable contract arrangement.
  • Participate in technical evaluation teams to determine the responsiveness of bids and the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre-award survey and award the contract.
  • Analyze multifunctional programs, functions, and organizations on a region-wide or equivalent scope to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management.
  • Formulate, present, execute, and analyze organizational budgets. Serve as expert on budgeting and financial management issues and activities, and be responsible for determining internal fiscal budget and personnel requirements and controls expenditures.
  • Prepare and give oral presentations to various audiences within MDEO, Compensation Service, Office of Financial Management (OFM), Office of Field Operations (OFO), VBA, and VHA senior management department level executives and outside agencies.
  • Contract Management - Monitor contractor performance to assure compliance with agency regulations and procedures, program directives, and technical requirements of the contract. Review and improve progress reports and deliverables. Work with VA Acquisition personnel in using a variety of contract types to procure items and/or services.
  • Bids and Proposals. - Assist in evaluating bids or offers for responsiveness to the particular solicitation and ability to perform the contract used to procure large, highly complex, and significant equipment systems, programs, services, or construction where little or no contractual precedent exists. Prepare documentation necessary to develop communications with claimants, stakeholders, and other clients and identify the elements needed to complete the communication.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/18/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
  • Specialized Experience: The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to planning, development and execution of a federal budget and be able to prepare various documents including program justifications.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
