Help
  • Assists in the consolidation of budget inputs and data from various sources to develop budgetary of reports for internal and external stakeholders.
  • Participates in POM and Budget review meetings by aiding in the preparation of materials and supporting the review of budget change justification narratives.
  • Supports the development and implementation of standardized budget procedures for both the General Fund (GF) and Defense Working Capital Fund (DWCF).
  • Reviews detailed written justifications for annual and multi-year appropriations to ensure accuracy, completeness, and compliance with guidance.
  • Aids in the collection and submission of the agency's Budget Estimate Submission (BES) and President's Budget (PB) data and justification materials..

  • Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty.

Qualifications

Specialized Experience:

For the GS-05, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-04 grade level in the Federal service, or comparable in difficulty and responsibility to GS-04 if outside the Federal service, is required.

Specialized experience is defined as: Experience at the GS5 level is defined as experience assisting in analyzing financial data.

For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service, is required.

Specialized experience is defined as: Experience at the GS7 level is defined as experience assisting in compiling budget data in support of formulating, justifying, and analyzing budget submissions and related financial data for use in financial reports and briefings.

For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service, is required.

Specialized experience is defined as: Experience at the GS9 level is defined as experience identifying, analyzing, and resolving a wide range of budgetary problems; and experience utilizing financial systems to research and analyze data pertaining to the budgets.

For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required.

Specialized experience is defined as: Experience at the GS11 level is defined as experience supporting financial and budget administration services, including, but not limited to, planning and programming and formulating, justifying, presenting, or monitoring and executing budgets; or experience monitoring and analyzing financial and budgetary data to ensure accuracy or identify trends or discrepancies.


In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

Substitution of education for the specialized experience requirement at the GS-05 grade level: 4 academic years above high school leading to a bachelor's degree OR Bachelor's degree in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position.

Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
