As a Human Resources Specialist (Project Manager), GS-0201-14, you will be responsible for:
•    Advising program offices and HR specialists on OPM regulations, agency policies, and the CFR to resolve human resources issues related to staffing and recruitment.  Ensuring HR data is reported accurately and efficiently. 
•    Coordinating HR projects, tracks initiatives/items and identifies project tasks/deadlines to ensure project team members are on target with completing assigned HR action items. 
•    Utilizing project management or productivity tools (e.g., Microsoft Project, Smartsheet, SharePoint, or equivalent platforms). Assisting with scheduling, keeping track of tasks, and reporting on our project milestones and deliverables.  
•    Preparing project-related reports and developing standard operating procedures to support HR program initiatives and provides updates on HR related programs.  Conducting briefings on HR materials with both internal and external stakeholders.   
•    Working with senior leadership, HR specialists, program managers, and external stakeholders to support the implementation of HR project plans and proposals, and to follow through on the completion of task items assigned to members to ensure operational efficiency and effectiveness. Gathers project documentation and authenticate project meeting outcomes and provide guidance on assigned tasks to members if needed.

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialized experience.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1.  Experience managing human resources projects or initiatives within a federal HR environment, including developing plans, establishing timelines, coordinating resources, and monitoring progress to ensure deliverables are completed in accordance with OPM regulations, agency policy and applicable legal authorities.
2.  Experience serving as a subject matter expert and primary point of contact for HR project work, advising managers, and stakeholders on project status, HR policy implications, and operational impacts of proposed changes to human resources programs or processes.
3.  Experience analyzing workforce data, HR metrics, or program performance indicators to assess project outcomes, identify gaps, and develop recommendations that support strategic HR goals and organizational mission requirements.

Knowledge, Skills, and Abilities (KSAs) 
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of federal human resources principles, practices, and terminology including familiarity with OPM regulations, the Code of Federal Regulations (CFR) and agency HR policies sufficient to assist in planning and coordinating HR program projects.
2.    Ability to support the coordination of HR projects by tracking action items, maintaining project schedules, preparing status updates, and ensuring documentation is organized and accessible to project team members and stakeholders.
3.    Skill in using project management or productivity tools (e.g., Microsoft Project, Smartsheet, SharePoint, or equivalent platforms) to assist with scheduling, task tracking, and reporting on project milestones and deliverables.
4.    Ability to communicate clearly and professionally both orally and in writing including, drafting project related correspondence, standard operating procedures, briefing materials, and stakeholder notifications in support of HR program initiatives.
5.    Ability to work collaboratively with HR specialists, program managers, and other internal stakeholders to support the execution of HR projects, gather required information, document meeting outcomes, and follow up on assigned tasks to maintain project momentum.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible).
