THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.

The primary purpose of the AUDITOR, GS-0511-13, is to serves as an agent of the United States Property and Fiscal Officer (USPFO) on accounting, financial, and managerial issues that require examination by a financial professional.

  • Interprets policies and procedures generated by higher headquarters to include implications of immediate-and long-range management activities, plans and decisions. Develops, coordinates and publishes regulations, directives and procedures; and provides guidance on their impact on the organizations management process. Verifies proper use of funds, and monitors status of financial activity to preclude or detect violations of government statutes or other funding limitations. Participates in the management process by analyzing results of operations and providing advice, assistance and guidance on alternative resource management practices which may result in shifting resources, avoiding uneconomical practices, and modifying program direction.
  • Performs the most complex analysis and evaluations related to all aspects of accounting, management control and risk management. Applies a comprehensive knowledge of analysis/reporting requirements, work processes, accounting systems structure and data produced to resolve significant accounting and management problems. Identifies and acts upon problem areas that may result in changes to existing systems; provides solutions to control and reporting problems; and recommends action required to improve operating program effectiveness and maintain the integrity of financial and accounting information.
  • Serves as the command representative and point of contact for external agencies (GAO, USAAA, DODIG, CPAs, etc.) regarding their inspections, surveys, and/or audit findings and recommendations. Keeps Command Group, USPFO and appropriate unit/staff section chiefs informed of status of findings of internal and external audits and reviews. Negotiates with external agency officials to bring about agreement regarding controversial findings. Works with operating officials and program managers to identify problem areas and develop solutions. Coordinates with responsible management officials; and evaluates the validity of tentative findings and recommendations (TFAR) that have been identified by the external audit agencies. Participates in the management process by analyzing results of operations and providing advice, assistance and guidance on alternative resource management practices which may result in shifting resources, avoiding uneconomical practices, and modifying program direction.
  • Plans work to be accomplished by the team and sets and adjusts short term priorities. Assigns work to team members based on the capabilities of the employees; completes performance evaluations. Advises, counsels or instructs new employees on both work and administrative matters; participates in interviewing candidates for vacant positions and recommends selections; elevates and minor disciplinary measures; identifies training needs of employees and assures the conduct of such training; and develop performance standards.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

AUDITOR, GS-0511-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Performing quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management.

Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Education

Must have a degree in Accounting, Auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Must have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. I have at least one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or

  1. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.

As a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veteran's preference.
