The United States Space Force (USSF) at Hickam AFB, Hawaii is searching for a Resource Advisor for SPACEFOR-INDOPAC (NH-0560-03, GS-12/13 Equivalent).

Description:
US Space Forces Indo-Pacific (SFI), headquartered at Hickam AFB on the beautiful tropical island of Oahu, is recruiting for a Budget Analyst / Resource Advisor (NH-0560-03). The incumbent in this position will be performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for assigned programs and support activities. He or She will plan, organize, direct, coordinate, and control the preparation, presentation, and justification of command budget estimates, financial plans, revisions, and cost analyses. Also, they will develop, implement, and advise on Component policies and controls for the appropriate acquisition, allocation, distribution, obligation, and expenditure of funds in approved budgets. This future employee will also be responsible for performing budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Finally, the SFI Budget Analyst will create accounting and funding documents and process transactions utilizing available/programmed funds.

Ideal Candidate:
The ideal candidate has Air Force budget analysis, formulation, and accounting experience and is familiar with Department of the Air Force funding documents and processes.

Key Skills and Abilities:
1. In-depth knowledge of federal budgeting and financial management principles, regulations, and practices and expertise in budget formulation, execution, and analysis, including budgeting for complex programs and systems.
2. Knowledge of financial management systems, including automated systems and databases and skill with data analysis and visualization tools, including Excel, Tableau, Microsoft Office, and other financial analysis software.
3. Ability to develop and manage budgets, financial plans, and cost analyses to support SPACEFOR-INDOPAC mission objectives and strong analytical and problem-solving skills, with the ability to analyze complex financial data and develop creative solutions to financial management challenges.
4. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to a wide audience including non-financial stakeholders.
5. Ability to collaborate with senior leaders, program managers, and other stakeholders to develop and implement financial management strategies.
6. Ability to develop and implement financial management policies and procedures, and ensure compliance with federal regulations and SPACEFOR-INDOPAC policies and ability to interpret Commander guidance and intent, and translate those items into fiscal requirements.

  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • Subject to TDY 20 days per year.
  • This is a Financial Management Level 2 (Intermediate) Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management Section 1599d.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
