The primary purpose of this position is To operate dual fuel high pressure boilers that produce steam and high temperature hot water, to operate electric and gas engine driven chillers and to operate a 4.6 Megawatt cogeneration facility which produces electricity from high pressure natural gas of #2 fuel oil. Additionally, this position performs preventive maintenance.

Duties

  1. Operate and maintain a 4,600 kw combustion turbine generator (CTG) with a Heat Recovery Steam Generator (HRSG) including generation of electricity to supply the Base.
  2. Starts, operates, adjusts, and stops multiple fuel power boilers fueled by fossil fuel and natural gas or a combination of these fuels, steam driven turbines, pumps, auxiliary pollution control and other equipment in high pressure steam central boiler plant.
  3. Starts, operates, adjusts, and stops multiple fuel high tonnage chillers fueled by electricity, natural gas, and steam, or a combination of these fuels, cooling towers, turbines, pumps, auxiliary pollution control and other equipment to provide chilled water for cooling and process functions.
  4. Performs various operational repairs and preventive maintenance on boilers, chillers, cogeneration equipment, auxiliary, pollution control equipment.
  5. Collects water samples and tests feed water, boiler water, and condensate using standard chemical tests; determines appropriate treatment to control corrosion and chemical concentrations; removes impurities and entrapped gases; and stabilizes fluctuating water conditions.
  6. Utilizes safety practices, rules, regulations, and procedures to maintain a safe and clean work environment.

  • May be required to serve “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day
  • Shift work and emergency overtime may be required. Employee may be required to support Special Events (i.e. Annual Air Show, Base Exercises) not necessarily performing in the primary skill code
  • Employee must maintain current certifications

  • Selectee may be required to serve a probationary or trial period

  • First Fireman license is required within first 12 months of employment IAW Environmental Protection Agency (USEPA) requirements, AFI 32-1068 Heating Systems and Unfired Pressure Vessels, paragraph 2, section 2.4.12 and Commonwealth of Massachusetts
  • This is a 24/7 requirement therefore, shift work is required. Additionally the employee is required to work other than normal duty hours, which includes evenings, weekends, and/or holidays
  • Employee may be required to augment the Civil Engineering Snow Removal Team not necessarily performing in their primary skill code. Employee would be trained on safe snow shoveling and snow removal practice and would receive appropriate PPE
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of technical practices in order to operate, monitor and perform various operational repairs and preventive maintenance on gas turbine generators with Heat Recovery Steam Generators, auxiliary boiler, steam turbine generators, electrical switchgear and all supporting equipment.
  2. Knowledge of technical practices in order to perform various operational repairs and preventive maintenance on dual fuel chillers and all auxiliary equipment, and pollution control equipment.
  3. Knowledge of equipment such as single or multiple fuel power boilers fueled by coal, oil, refuse-derived-fuel, wood, or a combination of these fuels, steam turbines, controls, auxiliary pollution control and other equipment in a steam or high temperature hot water boiler plant.
  4. Knowledge of safety practices and procedures.
  5. Skill in the use of measuring instruments such as gauges, meters, recorders, analog displays, and computer generated data to determine operational status and make necessary adjustments.
  6. Skill in dismantling, repairing, and reassembling pumps, to include balancing, aligning and maintaining turbines, pumps, generators and preheaters
