Summary

The VA Schedule for Rating Disabilities (VASRD) Assistant Director is the lead supervisor, advisor, and subject matter expert on all VA Schedule for Regulation found in Part 4 of Title38 of the Code of Federal Regulations & is responsible for administrative policies related to rating-related claims and the evaluative criteria for conditions listed as service-related as part of the disability compensation benefits and program. This position is located in Compensation Service, VBA Central Office.

Specific duties include:

  • The incumbent reports directly to the Deputy Director for Policy and Procedures, Compensation Service.
  • Supervision is primarily coordinating in nature and ensuring uniform application of performance. The incumbent supervises personnel ranging in grade from GS-8 to GS-14. It is usually limited to consultation or general instruction as to objectives. Administrative staff and supervisory functions are subject to minimal review.
  • The incumbent plans and delegates work, establishes priorities, assigns work based on the nature and difficulty of the projects. He or she provides advice and guidance on both assignments and administrative matters; reviews completed work; evaluates performance; makes recommendations concerned with promotions, within grade increases, performance awards, adverse/disciplinary actions, selections of qualified candidates for subordinate positions; listens to group grievances and resolves minor employee complaints, and implements procedures to enhance the effectiveness and efficiency of the policy staff. Makes decisions on the training needs and requests of subordinates.
  • The incumbent is delegated managerial authority to plan for long range staffing needs, determine operational goals and objectives that warrant additional emphasis and assure the implementation of or approved policy initiatives that serve to enhance program operations.
  • The incumbent has a comprehensive knowledge of adjudication policies and procedures and must be a technical expert in the adjudication of claims. He/she maintains a thorough understanding of statistical techniques and management principals. The incumbent participates in frequent discussions with senior management and officials, both internal and external to government, and must establish and maintain relations that will ensure cooperation and harmony at all levels.
  • The incumbent represents the Director, Compensation Service at meetings and conferences with authority to speak for and commit the Director to courses of action that involve field operations.
  • Provides status reports on the progress of the policy and regulation related initiatives and established goals and tracks the progress of that effort toward meeting established milestones. He/she oversees the overall effort of various aspects of policy operations and is essentially responsible for the final output.
  • Contacts are with senior level VA/VBA officials in Central Office, field stations, Office of the Secretary, Office of Management and Budget, General Accounting Office, Congressional members and staff and representatives of other federal, state and local agencies, as well as veterans service organizations.
  • Contacts may be scheduled or unscheduled and take place in meetings or conferences for which the employee is VBA's designated point of contact. Extensive preparation of briefing materials or familiarity with complex subject matter may be required.
  • Employees subordinate to the incumbent perform a variety of highly professional, technical and administrative work, for which the incumbent has supervision and oversight requiring extraordinary coordination, control and integration of various V A/VBA program elements.
  • The incumbent maintains a thorough knowledge of personnel issues such as the selection process, grievance procedures and disciplinary procedures. The incumbent travels, as necessary, to fulfill duties and responsibilities. He or she also serves as Acting Director/Deputy Director, when so designated.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 06/15/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-15 position you must have served 52 weeks at the GS-14 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
  • Specialized Experience: The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manualdexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, files, and similar items. No special physical demands are required.
