As a Program Examiner (Detail), GS-0301-9/11/12/13/14/15, your typical work assignments may include the following:

  • Plans and conducts legislative, economic, financial management, regulatory, and organizational analyses to support policy, program, budgetary and financial management policymaking.
  • Reviews and analyzes legislative proposals, regulations, testimony, responses to questions for the record, and Reports to Congress for conformance with the policies and priorities of the President and monitor their progress through the congressional and/or regulatory process.
  • Reviews and analyzes the formulation and execution process of the Federal budget.
  • Prepares background information and assists with the preparation of formal budget submissions, amendments, supplemental, and other necessary materials to support Presidential programs.
  • Identifies issues and problems that require attention and develops legislative and administrative options to improve program performance and resolve problems for senior policymakers.
  • Determines the most efficient and cost-effective methods of management and program delivery services as well as an assessment of performance and results.
  • Prepares formal budget submissions, amendments, supplemental, and other necessary materials to support Presidential programs and review and analyze such materials that come from agencies.
  • Works with OMB leadership to resolve budget, program, and policy issues and render advice for resolution of senior-level decisions.

  • This is a Non-Reimbursable (the candidates home agency will continue to pay the employees salary and benefits) Detail Opportunity. - Minimum 4 - 6 months with longer terms available and option to extend (upon written agreement of both parties).
  • Home agency must concur with the non-reimbursable detail. A memorandum of understanding (MOU) will be signed.

Qualifications

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

For the GS-9: Must currently hold a GS-09 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-11: Must currently hold a GS-11 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-12: Must currently hold a GS-12 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-15: Must currently hold a GS-15 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
