About the Position: Incumbent serves as the Director of Operations (DOO) Directorate, responsible for execution of operations in support of the US Army Garrison Dugway Proving Ground, Directorate of Emergency Services at Dugway, Utah.
Serving as program manager for developing and executing all plans essential for the accomplishment of law enforcement, fire protection, Anti-Terrorism, Emergency Management, Security emergency operations.
Develops overall Director of Operations (DOO) program goals and objectives and assesses and evaluates program execution.
Garrison expert in coordinating installation plans with all major tenant units, the Federal Emergency Management Agency, and state and local emergency management agencies.
Directs the Garrison's security and intelligence programs.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes
(1) Implementing operational policies to ensure compliance with agency regulations;
(2) Developing operational plans to support mission objectives;
(3) Analyzing operational performance and budget data to recommend resource execution; and
(4) Coordinating operational requirements with internal and external stakeholders.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)

The position is located at United States Army Dugway Proving Ground, approximately 50 minutes, from Tooele, Utah, and a 90-minute drive from Salt Lake City, Utah. Dugway offers various alternate work schedule opportunities with most of the workforce working 4 ten-hour shifts Monday through Thursday. DPG is physically remote, entirely self-sufficient with government housing available for Soldiers, civilians, and Contractors.
