Summary

The Director of QSV Quality and Performance provides financial and other program support to the Under Secretary for Health on a wide range of health benefit administration matters. The incumbent is a critical member of the Integrated Veteran Care, Integrated External Networks senior management team. He/She is directly responsible for the QSV Quality & Performance, Community Care Program. With responsibilities encompassing VHA health care delivery nationwide.

Duties:

  • Direct enterprise-wide healthcare payment/medical claim integrity, medical claim invoice reimbursement oversight, claims adjudication, enrollment, and eligibility operations supporting Veterans, beneficiaries, providers, and healthcare facilities.
  • Provide executive leadership and strategic direction for IVC IEN Payment and Business Integrity operations, governance, modernization, and organizational transformation initiatives.
  • Oversee development and implementation of enterprise governance frameworks, internal controls, compliance oversight, and operational accountability processes related to healthcare payment operations.
  • Lead enterprise payment integrity strategies focused on improper payment reduction, operational risk mitigation, claims accuracy, and financial stewardship.
  • Direct post-payment review operations, escalation pathways, analytics initiatives, corrective action activities, and continuous process improvement efforts.
  • Oversee implementation of automation, advanced analytics, operational reporting, and monitoring capabilities supporting healthcare business operations and payment oversight activities.
  • Collaborate with executive stakeholders, clinical leadership, oversight bodies, contractors, and program offices to resolve operational, policy, compliance, and healthcare business issues.
  • Provide executive-level advisement and strategic recommendations to senior leadership regarding healthcare payment operations, organizational performance, operational effectiveness, and enterprise business strategy.
  • Lead organizational alignment, workforce planning, governance development, and operational readiness activities supporting evolving healthcare business priorities.
  • Direct enterprise data-driven analytics initiatives supporting healthcare payment oversight, operational efficiency, risk reduction, and organizational decision-making.
  • Oversee development and maintenance of operational guidance, provider documentation, change management frameworks, and document governance processes.
  • Lead cross-functional integration efforts aligning healthcare operations, payment oversight activities, clinical quality initiatives, compliance objectives, and organizational priorities.
  • Manage enterprise operational resources, staffing allocations, workload balancing, performance accountability, and organizational effectiveness across large-scale healthcare operations.
  • Represent IVC IEN Payment and Business Integrity in executive-level meetings, strategic planning initiatives, interagency collaborations, and healthcare operations discussions.

Work Schedule: Monday- Friday 8:00 a.m.- 4:30 p.m. (Flexible)
Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position.
Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space.
Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in person work unless they have an approved exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/15/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Led and directed large-scale national healthcare benefits, claims adjudication, reimbursement, enrollment, and eligibility program operations impacting Veterans and beneficiaries worldwide.
    • Provided executive-level leadership and oversight for highly complex healthcare program operations involving substantial budgets, large multidisciplinary workforces, and geographically dispersed organizations.
    • Directed subordinate managers and supervisors to ensure alignment with mission objectives and consistent operational execution.
    • Improved operational efficiency and effectiveness through data-driven management practices and continuous process improvement strategies.
    • Applied advanced qualitative and quantitative analytical methodologies to assess program performance and identify opportunities for improvement.
    • Provided data-driven recommendations that influenced agency policy, healthcare operations, and executive-level decision-making.
    • Presented complex findings and recommendations to senior leadership, congressional staff, and other high-visibility audiences.
