Summary

This position serves as a Human Resources Specialist for the Albuquerque Service Center(ASC) with responsibility for the recruitment/placement function. The incumbent provides staffing and placement advisory services in all stages of the recruitment process including guidance on merit system principles and prohibited personnel practices.

Help
  • Conducts job analysis, creates crediting plans, prepares promotion and placement announcements, issues referral certificates, and effects the full range of personnel actions.
  • Verifies employment eligibility, qualifications, salary determinations and sets pay in accordance with regulatory requirements and Forest Service policy.
  • Ensures priority consideration programs are appropriately utilized.
  • Reviews past recruitment practices and local labor market conditions to advise on future staffing strategies utilizing such sources as Veteran’s Recruitment Act (VRA), reinstatement, and Schedule A appointment authorities.
  • Conducts research and advises management on a wide variety of technical issues.
  • Provides advisory opinions encompassing a range of flexibilities in all areas of recruitment to management.

Qualifications

Specialized Experience Requirement

For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as two or more of the following: researching and analyzing policies, regulations and standard procedures to perform work in a human resources program area under the guidance and direction of senior human resources specialists or a supervisor; and/or Providing guidance and consultative services for a human resources program area to acquire, clarify, or exchange facts or information needed to complete assignments; and/or Applying standard human resources management principles, methods, and practices to solve relative limited problems.
OR

One full year of graduate level education. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work;
OR

An appropriate combination of graduate level education and specialized experience;
OR

Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as three or more of the following: providing limited comprehensive recruitment and placement services to management and employees throughout the organizations serviced; and/or Preparing job opportunity announcements in an automated talent acquisition system; and/or Making basic eligibility and qualification determinations under the guidance and review of a supervisor or senior employee; and/or Interpreting and explaining human resources policies, procedures, laws, standards or regulations.
OR

A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to the work;
OR

An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.

If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed.

Position(s) will be located at a Forest Service office, except Atlanta, Georgia; Milwaukee, Wisconsin; and Portland, Oregon. Final determination of the duty station will be made by the selecting official at the time of the job offer.
