The United States Space Force (USSF) at Buckley Space Force, Colorado is searching for a Director for Human Capital & Talent Management (S1) to support 4 MD S148 (NH-0201-03, GS-12/13 equivalent).

Description:
As the functional lead for Human Resource and Personnel Support (S1K), this role serves as the primary HR Advisor and Liaison to the Commander and senior staff. It provides comprehensive advisory services on all HR management laws, regulations, and policies. It acts as a consultant to improve employee motivation and performance, providing direct guidance on position management, recruitment strategies, and complex employee/labor relations matters.

Representing the Manpower and Organization (S1M) directorate, this duty involves developing and disseminating plans and policies for the effective use of command manpower resources. It provides strategic manpower advisement to leadership on force structure, organizational design, and resource ceilings.

This duty executes the mission of Human Capital Operations (S1O) by managing the end-to-end talent acquisition and performance management lifecycle. It develops recruitment strategies and manages all civilian hiring actions, including the processing of Requests for Personnel Action (RPA), hiring packages, and Position Description (PRD) reviews.

This multifaceted duty integrates the functions of Readiness (S1R) and Integrated Prevention, Response, and Resilience (S1Z). It manages all military personnel programs, including evaluations and assignments, and is central to command readiness through direct management of Military Personnel Appropriations (MPA) programs and oversight of the Air Force Personnel Accountability and Assessment System (AFPAAS).

This duty provides foundational support across all S1 directorates. It involves developing and maintaining databases to manage and document HR and manpower programs. It implements methods for recurring reports, conducts quality control reviews, and analyzes data to track program goals and personnel fill rates.

Ideal Candidate:
This position serves as the central point of integration for the S1 Directorate of Human Capital & Talent Management, providing comprehensive advisory and operational support to the Mission Delta Commander and all levels of leadership across the full spectrum of human resources, strategic manpower, organizational management, readiness, and resilience. The purpose of this role is to enable the organization's mission by ensuring the effective management of the total force. It aligns tactical personnel and readiness functions with strategic organizational goals to build and sustain a capable, ready, and resilient workforce prepared to meet all mission requirements.

  • Must be able to obtain and maintain a Top-Secret /SCI security clearance.
  • Safeguards classified or sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS funding is authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
