This position is located at Office of Government Ethics, Ethics Transparency and Assistance Division. The Program Counsel Division (PCD) manages significant external communications between OGE and its many customers and stakeholders. The division combines key functions that cut across OGE mission areas in order to bring targeted resources to these functions. As a Management and Program Analyst (Integrity Section Chief), you will direct operation and support for the Integrity e-filing program.

Duties

Help

As a Management and Program Analyst (Integrity Section Chief), you will:

  • Direct operation and support for the Integrity e-filing program. Analyzing and evaluating all aspects of Integrity operations, with responsibilities including but not limited to providing recommendations for improvements and future enhancements.
  • Coordinate system security planning and preparing security documentation to meet federal security requirements for Integrity.
  • Lead activities such as conducting outreach to ethics officials, including coordinating with representatives of executive branch agencies and surveying ethics officials, as well as providing and overseeing training and liaison activities in support of Integrity's operation and use.
  • Find and recommend ways to eliminate or reduce significant bottlenecks and barriers to production, promotes team building, or improves business practices.

- A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
- A one year supervisory or managerial probationary period may be required.
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- The Hatch Act Reform Amendments of 1993 prohibits requesting, transmitting, accepting, or considering political recommendations for employment or other personnel actions for non-political positions.
- Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé.

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. Specialized experience is defined as:

Experience assessing organizational compliance of the Integrity electronic financial disclosure filing system with related laws, regulations and policies, and making recommendations for improvement for non-compliant program areas

Some examples of this experience may include:
- Evaluating compliance policies and procedures.

- Reporting program level information regarding the Integrity electronic financial disclosure filing system to internal and external leadership on the status of compliance efforts and programs.

- Planning and conducting compliance reviews, identifying non-compliant situations, and recommending remediation.


Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
