Duties

Help

As a Statistician, GS-1530-13/14, your typical work assignments may include the following:

  • Reviews critical research, intelligence, and statistical activities on relevant emerging drug information, comparing/contrasting it to current knowledge of the drug threat landscape, and prepares reports, policy papers, presentations, and other products to inform the Assistant Director, ODR, and other senior-level officials throughout the agency and interagency.
  • Collects, compiles, analyzes statistical data, and develops measures and performance reports to track the overall performance of the National Drug Control Strategy.
  • Provides professional consultation and guidance in the application of statistical techniques and methods,and evaluates the adequacy and statistical limitations of existing drug data systems.
  • Develops and conducts rigorous research projects to fill knowledge gaps related to examining the relationships between the illicit drug supply, drug use patterns, drug treatment, and associated health outcomes. Collaborates with staff at ONDCP and others as needed.
  • Writes articles and reports for publication in scientific and technical journals, for presentation at national and international meetings of professional groups, and for inclusion in briefing documents and other reports.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Statistician, 1530

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience: Courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

TIME-IN-GRADE REQUIREMENTS:
Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
You must possess at least one year of full-time specialized experience equivalent to the GS-12 grade level performing all of the following: Collecting, storing, and interpreting trends in public health or drug policy data to inform decisions related to public policy; Using and interpreting statistical methods applied to emerging public health data to identify research gaps and formulate hypotheses; Analyzing trends in statistical data to make and present actionable decisions; Presenting quantitative data in understandable terms to a lay audience.


You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
You must possess at least one year of full-time specialized experience equivalent to the GS-13 grade level performing all of the following: Collecting, storing, and interpreting trends in public health or drug policy data to inform decisions related to public policy; Using and interpreting statistical methods applied to emerging public health data to test hypotheses; Analyzing trends in statistical data to make and present actionable decisions; Presenting quantitative data in understandable terms to a lay audience; Reviewing reports or research related to drug control policy and presenting analysis of the data to identify research gaps and to draw conclusions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
