Summary
The incumbent serves as a Transportation Assistant - Beneficiary Travel Assistant acts as primary contact to Veterans for transportation needs. Open to current, permanent employees of the Iowa City VA Health Care System. Current permanent Veterans Canteen Service (VCS) employees may apply and will be considered in the same manner as a current VA employee.
The Iowa City Veterans Affairs Health Care System (ICVAHCS) consists of a comprehensive Tertiary Care Level I VA Health Care System; eleven VA Clinics and two Homeless Veterans Outreach Centers and has an affiliate agreement with the top ranked University of Iowa Carver College of Medicine.
ICVAHCS is home to the Center for Access & Delivery Research and Evaluation (CADRE), one of the largest research departments in the VA. CADRE is an energetic and upbeat organization with 18 core investigators, 29 affiliate or associate investigators, 3 Career Development Awardees, 5 VA Quality Scholars, over 50 research personnel, and over 40 funded projects.
Transportation Assistant will serve as a primary contact for Veterans, doctors, nurses and administrative staff to arrange travel for eligible Veterans to appointments and residence when appropriate, using laws and regulations to distinguish/ensure reimbursements are legitimate or if fraudulent activity is being conducted by the beneficiary. The Transportation Assistant must also possess some knowledge of clinical services, related software, and programs as they relate to computing and office automation.
Major duties include but are not limited to:
Independently manages the Beneficiary Travel Program.
Correctly determines eligibility for the Beneficiary Travel Program and process requests.
Correctly determines which of several fund control points to utilize.
Maintaining manual and electronic accounting records.
Responsible for determining method of payment for authorized and unauthorized ambulance claims submitted for consideration.
Reconciling vouchers against authorizations for accuracy prior to preparing certifications for payment.
Receiving invoices for payment of transportation services and submitting documents for payment.
Assisting fellow team members during peak workload times and when there are staffing shortages.
Assigned to different work areas to maximize customer service.
Performs other related duties as assigned.

Minimum Qualifications GS-05: You must qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-04) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Transportation Assistant - Beneficiary Travel Assistant. Qualifying specialized experience includes applying transportation regulations and practices to perform a wide variety of administrative support; coordinating travel arrangements; maintaining records, utilizing databases, reconciling records and generating reports; investigating/resolving issues and taking corrective actions; and communicating effectively with a wide variety of individuals. ~OR~
Education Substitution (TRANSCRIPTS REQUIRED): Successfully completed 4 years above high school in any field for which high school graduation or the equivalent is the normal prerequisite. Transcripts must be submitted at time of application. ~OR~
Combination (TRANSCRIPTS REQUIRED): Equivalent combination of successfully completed post-high school education in excess of the first 60 semester hours (beyond the second year) and specialized experience as described above, which meet the total experience requirements for this grade level. Physical Requirements and Work Environment: The duties and responsibilities of the position require some mobility between various clinic areas in separate building location sites, but generally the job is sedentary with some standing, stooping, reaching, and lifting up to 20 pounds. The employee is required to work with computer equipment at least 75% of the time which impacts on hand and wrist motions. The work is performed in a business office and an outpatient treatment setting. The environment involves those everyday risks or discomforts that require normal safety precautions typical of this environment. Although the employee works in a health care facility where exposure to contagious diseases exist, the tasks required for this position do not put the employee at a serious risk for this type exposure. The work area is adequately lighted, heated, and ventilated. The incumbent must always remain composed in trying to assist veterans, their families and staff, who may be upset or in distress and hostile in manner. The incumbent may work with patients who are mentally disturbed and must be alert to the risk of physical abuse. Due to changing deadlines and priorities, work may be stressful at times. Set aside at least 3 hours to take the USA Hire Assessments; however, most applicants complete the assessments in less time. If you need to stop the assessments and continue later, you can re-use your unique assessment link. NOTE: Your responses to the USA Hire Assessments will be reused for one year (in most cases) from the date you complete an assessment. If future applications you submit require completion of the same assessments, your responses will be automatically reused.
To update your application, including supporting documentation: During the announcement open period, return to your USAJOBS account, find your application record, and click Edit my application. This option will no longer be available once the announcement has closed.

Beginning September 27, 2025, Federal agencies will only accept resumes up to two pages in length to comply with the Merit Hiring Plan. Resumes longer than two pages will result in ineligibility for further consideration for the position. USAJOBS will not allow you to upload or build resumes longer than two pages, and you will need to update the resumes in your profile before applying for a job. Resumes should include information relevant to the knowledge, skills, abilities, and competencies of the position to which you are applying. VA is unable to make assumptions about qualifications if not clearly listed.
Resumes must be legible so they can be reviewed for eligibility, minimum qualifications and other position requirements listed in the job announcement.
Your resume must be 5MB or less. We recommend saving and uploading your resume as a PDF to maintain formatting and number of pages. We also accept GIF, JPG, JPEG, PNG, RTF, TXT, PDF, ODT or Word (DOC or DOCX). We do not accept PDF portfolio files. We recommend using a sans-serif font size like Lato, if available. Other widely available options are Calibri, Helvetica, Arial, Verdana, Open San Source Sans Pro, Roboto or Noro Sans. Make your page margins 0.5 inches. Consider using 14-point size font for titles and 10-point for the main text in your resume. Once your online application is submitted you will receive a confirmation notification by email. After we receive application packages (including all required assessments and documents) and the vacancy announcement closes, we will review applications to ensure qualification and eligibility requirements are met. After the review is complete, a referral certificate(s) is issued, and applicants will be notified of their status by email. Referred applicants will be notified as such and may be contacted directly by the hiring office for an interview. All referred applicants receive a final notification once a selection decision has been made.
If you are referred for consideration, you may be asked to submit additional job related information, which may include, but not limited to; responses to the knowledge, skills and abilities; completion of a work sample, and/or contact for an interview. Your resume and/or supporting documentation will be verified. If initial application submission is updated and resubmitted with a new resume, only the most current resume will be reviewed for consideration. Please follow all instructions carefully.
