Help

As a Program Analyst, you will:
Analyze and evaluate the productivity, effectiveness, and efficiency of Debt Servicing & Financial Solutions programs to ensure alignment with agency objectives. Key responsibilities include collecting and assessing information from multiple systems, researching debts and debtors to enhance collection efforts, and developing informed recommendations to support sound decision-making and program enhancements.
Provide expert analysis and evaluation of program effectiveness in meeting established goals and objectives and provide informed recommendations which impact government-wide debt collection, Federal agencies, and the public. Improve programs and processes by analyzing findings, providing recommendations, influencing others to accept findings, and developing and maintaining procedures.
Review and interpret the content of new or modified laws, rules and regulations, and administrative policies that impact the debt collection business and determines the potential impact on the Fiscal Service and CRS objectives. Provide recommendations based on the analysis/interpretation.

  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized Experience: For the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes ALL of the following:
- Experience analyzing data to ensure financial growth strategy is appropriate for Return on Investment (ROI) for all current operations and new program proposals; AND
- Experience in Fiscal Service debt collection, accounting, reporting and Fiscal/Financial Agent or contractor operational responsibilities; AND
- Experience building business cases and presenting to senior management; AND
- Experience planning, executing and monitoring a financial plan.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
