Duties for the Administrative Officer, GS-341-12/13 include but not limited to:

  • Formulates, justifies, revises, and executes regional office budget, including projections for equipment, supplies, travel, training, and facility expenses.
  • Prepares and submits quarterly spending plans and monthly reconciliation reports.
  • Provides financial expertise during management meetings, analyzing impact of planned operations
  • Reviews and certifies travel funds for regional personnel.
  • Represents the SAC at administrative committee meetings; provides guidance on fiscal, administrative, and policy matters.
  • Briefs SAC and ASACs regularly on status of activities, issues, and recommended actions.
  • Serves as liaison with administrative staff of Federal, State, and law enforcement partners to coordinate expenditures, Memorandums of Understanding (MOUs), and operational needs.
  • Evaluates staffing needs; recommends hires, personnel actions, and resource allocations.
  • Conducts quality control evaluations, determining where procedures fail and where policy adjustments are needed.
  • Make decisions regarding procurement, contractor performance, property management, and vehicle fleet requirements.
  • Prepares personnel action requests, staffing documentation, and position management plans.
  • Prepares written budget justifications, spending plans, fiscal reports, reconciliations, and financial analyses.
  • Develops and maintains written procedures, records, correspondence, and administrative documentation.
  • Writes instructions and communications to staff regarding updated policies and requirements.
  • Oversees administrative operations: HR, procurement, property, space, travel, vehicle fleet, onboarding, and security clearances.
  • Coordinates hiring initiatives, pre-employment requirements, onboarding, and training logistics for new employees.
  • Performs evaluations of management programs, operational efficiency, workload trends, and effectiveness of administrative systems.
  • Performs timekeeping functions and ensures data accuracy across multiple tracking systems.
  • Represents the SAC in administrative meetings, influencing policy and operational decisions.

Minimum Qualification Requirements For the GS-12: Applicants MUST have 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Assisting in budget formulation and execution, including preparing spending plans, conducting monthly reconciliations, and monitoring fund utilization; (2) Providing procurement and purchasing support, including various expenditure categories, including equipment, supplies, travel, training, facilities maintenance and related expenses; (3) Assisting with HR processes, including personnel actions, onboarding, performance tracking, awards processing, and personnel security coordination; (4) Performing timekeeping, payroll accuracy maintenance, and administrative records management.

Minimum Qualification Requirements For the GS-13: Applicants MUST have 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Providing expert-level budget formulation and long-range financial planning, including analysis of financial systems and development of new budget procedures/methods; (2) Conducting high-level management and program analysis, including workload distribution, resource allocation, forecasting, and organizational assessments; (3) Leading workforce planning and position management, evaluating HR requests, monitoring classification/staffing actions, and coordinating with leadership; (4) Influencing multi-regional operations, addressing administrative issues of broad scope, and exercising judgment in areas lacking established guidelines.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Recruitment Incentives: Payment for relocation expenses will not be authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience will not be approved as credit for your Annual Leave accrual.
