Current permanent career or career-conditional employees of the Milwaukee VA Regional Office, as well as displaced VBA employees residing within the commuting area of the Milwaukee Regional Office who are eligible for hire under the Career Transition Assistance Plan (CTAP).

Duties

Help
  • Evaluates psychiatric and/or court determinations of incompetence by means of field investigations to arrive at independent determinations of whether or not adult VA beneficiaries have the mental capacity to handle their own funds.
  • Perform on-site fact-finding to ascertain the total of a beneficiary's income, assets and obligations by inspecting the environmental setting and assessing the social, economic and industrial adjustment.
  • Develop information through observation, analysis of records, personal interviews and depositions of beneficiaries, their relatives, and/or disinterested witnesses in the community.
  • Verify evidence to establish accuracy and authenticity. In the case of a minor beneficiary, verifies or determines the existence, identity, and custody of the minor.
  • When a fiduciary is required, determines the most effective, practical and/or economical pay arrangement based on the beneficiary's situation.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/16/2026.

GS-11:

The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Performing fact finding procedures in order to fully assess a situation; (2) Gathering information through observation, analysis of records, and/or performing personal interviews. (3) Verifying information to ensure accuracy (4) Making determinations of adherence to laws, regulatory guidance, and agency policies

Or applicants may substitute education for the experience required to qualify at the GS-11 level:

Graduate Education. You must have at least a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. One year of full-time graduate education is normally determined by the school you attended. If that number cannot be determined, 18 semester hours should be considered equivalent to one academic year of graduate study. Part-time graduate education is creditable on a pro-rated basis. If you qualify based on your education, you must upload or fax a copy of your college transcript along with your application. If you are selected for the position, an official college transcript(s) will be required at your start date.

Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Physical Requirements: The job requires driving in government owned automobiles, often very long distances (6-8 hours per day) and sometimes requiring overnight lodging. Some walking and climbing of stairs is required since interviews with VA beneficiaries are conducted at the residences of the beneficiaries.
