The primary purpose of this position is to serve as the facilities specialist and facilities sustainment, restoration, modernization (FSRM) project manager responsible at different times for facility operations, maintenance, repair, and renovations in all USSOCOM HQ's facilities, grounds, and parking lots at MacDill AFB, Florida.

Duties

Help

  • Coordinates and facilitates requirements for maintenance and operation of SOCOM HQ's buildings, grounds, and other sites, with emphasis on infrastructure of HQ USSOCOM's twenty-three buildings totaling 794,165 square feet.
  • Inspects and evaluates structures to manage fire and safety risks, support response to emergencies, and manages other risks associated with physical security and hazardous materials and waste.
  • Quality assurance VSHFLDOLVW for specified facilities sustainment, restoration, modernization (FSRM) projects as assigned supporting SOCOM HQ's.
  • Prepares CADD drawings from architectural and engineering designs to illustrate construction and as-built work on facilities.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • Serves “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • This position is required to be a government purchase card (GPC) account holder.
  • May be required to work outside normal duty hours.
  • Posiitons is subject to pre-employment physical.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

Conditions of Employment Continued:

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 1640.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations with highly complicated technical requirements that have no clear precedent or plan such as a complex industrial maintenance facility, with varied functions requiring different operational procedures to inspect facilities evaluate use patterns and identify maintenance or restoration requirements; analyze facility and equipment requirements; and industrial, administrative and warehouse type facility needs with respect to OSHA standards. Knowledge of military budgeting principles, concepts, and practices to prepare budget requirements for maintenance, repairs, new construction, alteration projects, replacement of existing equipment, or increase in services. Knowledge of security, safety, fire protection procedures and fire drills, utility management, and proper hazardous waste disposal. Knowledge of contracting procedures and methods of evaluation of work performed by contractors for various service and maintenance contracts. Knowledge of military budgeting principles, concepts, and practices to prepare budget requirements for maintenance, repairs, new construction, alteration projects, replacement of existing equipment, or increase in services. Knowledge of hazardous waste management and other hazardous materials to enforce DOD, Army, Federal, state, and local regulations as they apply to USSOCOM facilities.

EDUCATION:
Successfully completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities and equipment management.
  2. Knowledge of HQUSSOCOM facilities major systems operations not limited to but includes HVAC and environmental control systems, UPS, electrical systems, emergency response systems, plumbing, and the physical characteristics systems of secret/top secret buildings.
  3. Knowledge concepts, principles and practices of security classified material, and Special Security Office (SSO) SCIF security procedures, industrial and personal security concepts, principles and practices.
  4. Skill in using computers, plotters, copiers, faxes, scanners, CAD and engineering project management software and Microsoft Works programs.
  5. Ability to communicate orally and in writing, clearly concisely and effectively.
  6. Ability to read and interpret paper or computer-generated engineering drawings and schematic diagrams and to use Computer Aided Design (CAD) and other automated systems to retrieve, maintain and update documents and records.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
