This position in located in the Wyoming Air National Guard's Joint Force Headquarters Command Group and serves as the principal enlisted advisor to the Adjutant General and Command Staff. Directly involved in State programs that build readiness, health, morale and welfare, and ensuring discipline and order of the enlisted force. Serves as the direct mentor and/or manager of enlisted boards such as promotion, qualitative retention, and talent management. Advises on disciplinary actions.

1. The Air National Guard (ANG) State Command Chief Master Sergeant (CCM) advises on, carries out and monitors the Adjutant General (TAG)/ Assistant Air General (ATAG) organizational policies, programs, and standards applicable to the ANG enlisted force.

2. Analyzes and advises on administration, coordination, planning, development, and execution of all ANG enlisted programs with particular emphasis on readiness, morale, welfare, discipline, performance, training, awards, and recognition, recruiting, retention, promotion and, assignment and reassignment, as they affect the service contributions of ANG enlisted personnel in the accomplishment of the state's federal and domestic missions; to include National and State emergencies - i.e. hurricanes, flooding, tornados, wildfires, civil disturbances and pandemics.

3. Evaluates the execution of and supports ANG enlisted professional military education, state retention efforts including professional development programs.

4. Participates, and provides guidance in planning, publicizing and administering ANG enlisted awards, recognition, and special promotion programs. Advises and provides TAG/ATAG guidance to ANG military personnel sections to assure proper dissemination, clarification, and administration of awards and promotion policies.

5. Analyzes/reviews laws, directives, regulations, policy and other documents originating at higher headquarters or gaining commands and advises on actual and anticipated impact to the duties and responsibilities of ANG enlisted personnel.

KEY REQUIREMENTS:
Primary consideration will be given to current WY ANG military members. If required, additional areas of consideration certificates may be released to hiring managers.
If selectee is not a WY ANG member, must become a member of the Wyoming Air Nat'l Guard before appt.
Must submit vMPF Rip with application.
Must possess or be able to obtain/maintain a T3/SECRET security clearance.
Federal employment suitability is determined by a background investigation.
An indefinite position may be converted to Perm if funding/position is available.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Federal employment suitability is determined by a background investigation.
Recruitment/Relocation Incentives ARE NOT authorized.
PCS costs are not authorized. Must be willing to relocate at own expense if selected.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.

CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the secret security clearance. (TSI maybe required dependent upon mission needs)
2. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
4. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
5. Duties and responsibilities may significantly impact the environment. Responsible for maintaining awareness of environmental responsibilities as dictated by legal and regulatory requirements, organization, and its changing mission.

AREAS OF CONSIDERATION:
Primary consideration will be made from Area 4. If referrals are not made from either of the target categories, subsequent referrals may next be made from Area 6 (if eligible).

Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current and prior military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

MINIMUM REQUIREMENTS:
Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must possess experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

Must possess or be eligible to retrain into AFSC 9E000, Command Chief Master Sergeant

9E000 ASVAB Requirements:
Medical Profile PULHES must not be greater than 333333.
Must be able to lift 40 lbs. unassisted.

TENURE: GROUP III - INDEFINITE
Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future, but usually for a period of not more than five years.

Often used to backfill positions left vacant by employees entering Title 10 or Title 32 military orders with reemployment rights, or funding is received from another source. An employee with statutory reemployment rights (USERRA) is protected for five years.

Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice when the position and/or employee's services are no longer needed.

The potential exists for non-competitive conversion to career-conditional or career appointment within the Excepted Service under the following conditions:

  • Incumbent was appointed under open, competitive procedures to the indefinite position.
  • Incumbent completes at least 1 year of current continuous service under an indefinite appointment.
  • Incumbent's performance under an indefinite appointment is a least "fully successful" or equivalent.
  • Outplacement program requirements have been met, and
  • Similarly situated employees (in the same title, pay plan, series, and grade) within the organization, hired under the same appointment conversion provision, have been considered under internal competition procedures.
